Bowhead is seeking an experienced Program Manager to lead the anticipated Data Collection Support Services contract for the U.S. Army Aberdeen Test Center (ATC) in Aberdeen, MD.

Qualifications

• Bachelor’s degree in a scientific, engineering, or technology discipline with 8–10 years of relevant experience.
• 7 years data collection experience in a test and evaluation environment.
• 5 years of experience supervising 50+ people in a technical environment.
• Demonstrated supervisory authority with independent judgment.
• Strong communication, leadership, logistics, risk management.
• Ability to multi-task and work independently with little direction.
• Excellent interpersonal skills and good judgment.

Responsibilities

• Serve as primary contractor representative with authority to make decisions regarding contract performance.
• Direct overall performance of DCSS requirements, including test-data collection, computer operations, technical writing, scheduling support, and associated administration.
• Manage contract staffing, hiring, training, qualification requirements, and workforce continuity.
• Coordinate resource planning with ATC personnel to support changing test schedules and mission requirements.
• Oversee technical performance, quality assurance, safety, security, and Government-furnished property accountability.
• Manage performance deficiencies, corrective actions, deliverable timeliness, and communications with Government representatives.
• Maintain effective coordination among Government stakeholders, contractor teams, and corporate support organizations.
• Establish and maintain an authorized alternate to act during the Program Manager's absence.
