Job summary

UIC Government Services (UICGS / Bowhead) seeks an experienced Deputy Program Manager to lead the DCSS contract for the U.S. Army Aberdeen Test Center in Aberdeen, MD. Responsibilities include contract execution, workforce management, and coordination with Government leadership.

The role demands oversight of technical performance, quality, safety, and government communications, with a focus on staffing and continuity for a large technical workforce. A Secret-level clearance is required.

Qualifications

• Bachelor’s Degree in a scientific, engineering, or technology discipline.
• 8–10 years of relevant experience.
• 5–7 years’ data collection experience in a test and evaluation environment.
• 5 years’ experience supervising 50+ people in a technical environment.
• Supervisory authority with personnel direction and independent judgment.
• Strong communication, leadership, logistics management, and risk management skills.
• Ability to multi-task and work independently.

Responsibilities

• Serve as primary/secondary contractor representative and decisions on contract performance.
• Direct overall performance of DCSS requirements including test-data collection and scheduling support.
• Manage contract staffing, hiring, training, and workforce continuity.
• Coordinate resource planning with ATC personnel to support schedules and requirements.
• Oversee performance, quality assurance, safety, and property accountability.
• Address deficiencies, corrective actions, and deliverable timeliness.
