Job summary

Bowhead is seeking an experienced Deputy Program Manager to lead the Data Collection Support Services (DCSS) contract for the U.S. Army Aberdeen Test Center in Aberdeen, MD.

The Deputy Program Manager will support the Program Manager and oversee contract execution, workforce management, technical performance, safety, reporting, and coordination with Government leadership. Qualifications

• Bachelor’s Degree in a scientific, engineering, or technology discipline.
• 8–10 years of relevant experience.
• 5–7 years data collection experience in a test and evaluation environment.
• 5 years supervising 50+ people in a technical environment.
• Demonstrated supervisory authority with independent judgment.
• Strong communication, leadership, logistics systems knowledge, risk management.

Responsibilities

• Serve as the primary or secondary contractor representative with the authority to make decisions on contract performance.
• Assist the Program Manager in directing overall performance of DCSS requirements (test-data collection, computer operations, technical writing, scheduling support, and administration).
• Help manage contract staffing, hiring, training, qualification requirements, and workforce continuity.
• Coordinate resource planning with ATC personnel to support changing test schedules and mission requirements.
• Oversee technical performance, quality assurance, safety, security, and Government-furnished property accountability.
• Manage performance deficiencies, corrective actions, deliverable timeliness, and communications with Government representatives.
• Maintain coordination among Government stakeholders, contractor teams, and corporate support organizations.
• Establish and maintain an authorized alternate to act during the Program Manager’s absence.
