Housing Resources, Inc. is seeking a Program Manager — Coordinated Entry and Shelter Access to lead the coordination and improvement of the Coordinated Entry System (CES) and shelter access services.

You will drive equitable, timely access to shelter, housing resources, and supportive services for individuals and families experiencing homelessness. The role requires leadership, data monitoring, policy implementation, and cross‑agency collaboration to ensure compliance with HUD, ESG, and CoC

Qualifications

• Experience leading coordinated entry systems and shelter access programs.
• Strong data monitoring, analysis, and reporting skills.
• Knowledge of HUD, ESG, CoC requirements and compliance expectations.
• Ability to develop policies, procedures, and training materials.
• Proven leadership and partnership-building abilities with multiple stakeholders.
• Commitment to equity and client-centered service delivery.

Responsibilities

• Manage the daily operations of the Coordinated Entry System and shelter access processes.
• Oversee intake, assessment, prioritization, referral, and placement for eligible households.
• Coordinate community shelter access efforts and waitlist management to maximize resources.
• Lead collaboration among homeless service providers and housing partners.
• Provide leadership and technical assistance on standards, tools, and referral protocols.
• Monitor system performance, prepare reports, and present findings to leadership.
