Description

Location: Anywhere in the U.S. mainland. Must be able to work in the Pacific region.

ECC is seeking a Construction Program Manager for our Pacific region. This position is primarily responsible for managing the activities of a large, primarily DoD construction program, ensuring that all ECC goals and objectives are accomplished within the prescribed time frame and funding parameters. This includes good management of forecasting, planning, performance execution, and maintaining client trust, alignment, and satisfaction with our work product. Candidates should reside in the Pacific region (Guam, Mariana Islands, Philippines, etc.) and must be able to travel throughout the Pacific region.

Responsibilities
  • Oversee program operations to meet high-quality internal and external client standards.
  • Ensure client satisfaction, especially regarding change management and invoicing systems.
  • Monitor and ensure adequate net margins on IDIQ task orders; develop and implement corrective actions with operations managers as needed.
  • Monitor project-level performance regarding client price, scope, and schedule; assist PGMs in increasing cost performance.
  • Identify new projects and programs within or outside existing contracts to pursue and maximize utilization.
  • Ensure adequate project backlog by collaborating with BD and operational groups.
  • Lead proposal efforts when necessary.
Project Management
  • Plan and manage designated projects to meet goals within time and budget constraints.
  • Provide leadership in technical, budgeting, scheduling, and client interface aspects.
  • Manage projects to ensure acceptable profit margins and customer satisfaction.
  • Manage program costs to maintain profitability.
  • Maintain open communication with clients to resolve concerns.
  • Develop work plans, staffing, and resource allocation for projects.
  • Coordinate activities, review progress, and prepare reports.
  • Provide technical advice and problem resolution.
  • Coordinate with government agencies and establish departmental budgets.
  • Implement internal controls to minimize risks and liabilities.
  • Manage supervisory responsibilities in accordance with policies and laws.
  • Ensure safety policies are adhered to in all responsibilities.
  • Maintain program contract vehicle status and grow subcontractor relationships.
Requirements
  • Ability to analyze business and technical documentation and regulations.
  • Strong report writing and presentation skills.
  • Experience with cost tracking and accounting systems.
  • Mathematical and technical proficiency.
  • Problem-solving skills and program implementation experience.
  • Effective communication and negotiation skills.
  • Experience interfacing with executive management.
  • Proficiency in Microsoft Office and Windows.
  • At least 10 years of experience working with government agencies (e.g., DoD, DOE).
  • At least 5 years of successful project management experience.
Education

Bachelor's degree in engineering, construction management, geology, chemistry, or a science discipline, or an equivalent combination of education and experience.

Preferred Qualifications
  • OSHA construction safety or HAZWOPER training.
  • Experience with cost tracking systems like EZ TRAC and Cost Point.
  • Professional registration (e.g., PE, RA, CEM).
Additional Information

The targeted salary range for US locations is $140,000 to $185,000 annually, depending on education, training, certifications, experience, skills, responsibility level, and location.
