Description

Location: Anywhere in the U.S. mainland. Must be able to work in the Pacific region.

ECC is seeking a Construction Program Manager for our Pacific region. This position is primarily responsible for managing the activities of a large, primarily DoD construction program, ensuring that all ECC goals and objectives are accomplished within the prescribed time frame and funding parameters. This involves good management of forecasting, planning, performance execution, and client trust, alignment, and satisfaction with our work product. Candidates should reside in the Pacific region (Guam, Mariana Islands, Philippines, etc.) and must be able to travel throughout the region.

Responsibilities
  1. Oversee program operations to meet high-quality standards for internal and external clients.
  2. Ensure client satisfaction with operational execution, especially regarding change management and invoicing systems.
  3. Monitor and ensure adequate net margins on IDIQ task orders; develop and assist in implementing corrective actions where needed.
  4. Monitor project-level performance regarding client price, scope, and schedule; assist PGMs in increasing cost performance.
  5. Identify new projects and markets to pursue to maximize utilization of contracts.
  6. Ensure adequate project backlog by working with BD and operational teams.
  7. Lead proposal efforts when necessary.
Project Management
  1. Plan and manage activities of designated projects to meet goals within time and budget constraints.
  2. Provide team and technical leadership, budgeting, scheduling, and client interface.
  3. Manage projects to ensure acceptable profit margins and customer requirements.
  4. Manage program costs to maintain profitability.
  5. Maintain communication with clients to resolve concerns.
  6. Review project proposals and plans, establish work plans and staffing, and coordinate project activities.
  7. Manage project personnel, review reports, and prepare management and client reports.
  8. Coordinate with government agencies and establish departmental budgets.
  9. Create internal controls to minimize risks and liabilities.
  10. Ensure safety policies are followed and maintain high project ratings.
  11. Report on program contract status and maintain subcontractor relationships.
Requirements
  • Ability to analyze business and technical documents and regulations.
  • Strong report writing and presentation skills.
  • Experience with cost tracking and accounting systems.
  • Proficiency with mathematical concepts and problem-solving.
  • Proven program implementation skills.
  • Effective communication and negotiation skills.
  • Experience interfacing with executive management.
  • Proficiency in Microsoft Office and Windows.
  • Ten years of experience working with government agencies (e.g., DoD, DOE).
  • Five years of successful project management experience.
  • Education: Bachelor's degree in engineering, construction management, geology, chemistry, or related sciences, or equivalent experience.
Preferred Qualifications
  • OSHA construction safety or HAZWOPER certifications.
  • Experience with cost tracking systems like EZ TRAC and Cost Point.
  • Professional registration (e.g., PE, RA, CEM).

ECC offers a targeted salary range of $140,000 to $185,000 annually, depending on experience and qualifications. Benefits include health insurance, life and disability insurance, paid time off, 401k, ESOP, educational assistance, and more.
