Position Summary

The mission of Department of the Interior, Marine Minerals Administration (MMA), formerly the Bureau of Ocean Energy Management (BOEM), is to manage development of U.S. Outer Continental Shelf energy and mineral resources in an environmentally and economically responsible way. As part of MMA, the Office of Strategic Resources (OSR) manages ocean energy and mineral resources of the Outer Continental Shelf (OCS) by balancingexpeditiousand orderly development with environmental and safety concerns. OSR is responsible for the development and implementation of the National Oil and Gas Leasing Program, oversees the assessment and inventory of oil, gas, and other mineral resources, conveys access to marine minerals, maintains official maps and geographic data, conducts economic evaluations to ensure the receipt of fair market value for OCS leases, and leads efforts to identify and mitigate the financial risks associated with offshore lease activities.

The period of performance for this order shall be 12 months from1 October 2026 through 30 September 2027.

Essential Duties and Responsibilities

Thefollowinginexhaustive list ofdutiesrepresentsa sampleofworkroutinelyperformedbythis role:

  • Provides financial administrative support for the planning, tracking,analysisand execution of funding.

  • Utilizes Industry and Government best practices and standards (i.e., FAR, DFAR, JTR, FIRMR, DoD5000, etc.)

  • Provides contract execution support, purchase orders, and task orders through various contracting offices, and financial offices to ensuretimelyexecution and obligation of funding actions;

  • Populates budget and financial information into executive level presentations;

  • Tracks fund execution, including commitments, obligations, unobligated balances, and expenditures for all programs, and provide reports;

  • Is able to support the formulation of strategic financial plans, prepare cost estimates, Purchase Request Worksheets (PRW), Life cycle budget planning,Financialbriefings, exhibits, and reconciliations in relations to the commitments, and obligations of funding, Spreadsheets and appropriate documentation to support directed financial data calls (e.g. taskers);

  • Spend plan worksheets or documents, which provide an analysis detailing authorizations, commitments, obligations and balances, and correlates financing requirements into executable budgets.

_ General Administrative Tasks: _

  • Assistwith scheduling, coordinating, and updating meetings using available online and offline resources.

  • Assistwith preparing, receiving, and monitoring shipments for OSR staff; alsoassistwith receiving, sorting, and distributing mail and other correspondence for OSR staff.

  • Coordinate with OSR staff to gather, prepare, and review documentation for submission into BOEM’s/MMA’s Document Tracking System (DTS).

  • Support OSR staff in receiving, documenting, and verifying assigned controlled property in addition to preparing and updating physical and digital property records.

  • Assistwith collecting and reviewing documentation for travel authorizations (TAs) and travel vouchers (TVs) for OSR staff and review documentation and completenessin accordance withFederal Travel Regulations (FTR), DOI Travel Policy, and BSEE/BOEM/MMA Travel Guidance.

  • Support OSR staff by coordinating collection and review of required HR documentation required for personnel actions in addition to updating existing tracking resources for personnel actions.

  • Provide assistancewith collecting and reviewing required documentation for government purchase card purchases; conduct regular review of all card purchase documentation to ensure that necessary approvals, signatures, and supporting documentation are in place and properly saved for records purposes.

  • Assistwith physical, routine office tasks such as printing, filing, moving boxes and equipment, and organizing supplies and equipment.

  • Learn administrative processes, adapt to newguidanceand process changes as issued, document work processes in the format of process guides, tip sheets, and standard operating procedures, and manage the distribution, versioning, and updating of documentation produced.

_ Financial Management Tasks: _

  • Review, enter, andvalidatefinancial data and transactions into a variety of prepared spreadsheets and reportsutilizedby OSR staff.

  • Complete required DOI training to access the DOI Financial Business Management System (FBMS) and associated BI Launchpad reporting tool for the purposes of pulling data and generating reports.

  • Assistwith pulling data and reports from FBMS and FBMS BI Launchpad to generate a variety ofregularly-producedfinancial and procurement reports.

  • Assistwith reviewing procurement documents and producing quality requisition documentationin accordance withFederal Acquisition Regulations (FAR), DOI Acquisition Policy, and BSEE/BOEM acquisitions guidance.

  • Assistinmaintainingfinancial reports and dashboards created using MS Excel, Access, and Power BI.

  • Learn financial processes, adapt to newguidanceand process changes as issued, document work processes in the format of process guides, tip sheets, and standard operating procedures, and manage the distribution, versioning, and updating of documentation produced.

Education, Experience, and Technical Skills

_ Required Education, Experience, and Technical Skills _

  • Five (5) years of directly relevant experience providing financial and administrative support, including funds execution, budget tracking, commitments and obligations, financial reporting, and procurement documentation.

  • Bachelor’s Degree or equivalent experience

Working Environment

This position operates in a professional office setting. The role routinely uses standard office equipment such as comWorputers, phones, printers, and photocopiers. The work environment is generally quiet and free from exposure to loud noise, hazardous materials, or heavy machinery. Employees are typically seated for extended periods and may occasionally move about the office to attend meetings or access equipment and supplies.
