Job summary

Qualifications

Job description

STAHL Companies is seeking an experienced Program Manager to support the Office of Naval Research (ONR), Ocean Battlespace and Expeditionary Access Department (Code 32). The Program Manager will provide program management, technical coordination, and stakeholder support for Department of the Navy science and technology (S&T) initiatives supporting Navy and Marine Corps operational requirements.

The position will support programs involving oceanographic and meteorological science, maritime sensing, ocean engineering, marine systems, undersea warfare, mine warfare, environmental modeling and prediction, space technology, and related naval S&T efforts. The Program Manager will work with government, military, scientific, engineering, and industry stakeholders to coordinate program activities and help advance research and technology from scientific discovery through development, demonstration, and transition.

Key Responsibilities

• Provide day-to-day program management and technical coordination support for ONR S&T programs and initiatives.
• Support planning, execution, monitoring, and reporting of program activities, milestones, deliverables, schedules, and objectives.
• Coordinate with ONR leadership, Program Officers, scientists, engineers, military stakeholders, laboratories, universities, research organizations, and industry partners.
• Support the planning and execution of basic, applied, and advanced research activities addressing Navy and Marine Corps mission requirements.
• Assist in identifying, evaluating, and coordinating emerging science and technology opportunities relevant to naval operations.
• Track program performance, technical progress, schedules, resources, risks, and deliverables.
• Prepare and review program documentation, technical summaries, briefings, reports, presentations, and other management products.
• Support technical interchange meetings, program reviews, research meetings, demonstrations, workshops, and stakeholder engagements.
• Facilitate communication among multidisciplinary teams involved in scientific research, engineering, technology development, testing, and transition.
• Assist with the transition of promising science and technology efforts toward higher levels of research, development, test, evaluation, and operational application.
• Support research and technology efforts related to maritime sensing, ocean engineering, undersea signal processing, oceanographic and meteorological observations, environmental modeling, data assimilation, and prediction.
• Monitor and evaluate program risks, dependencies, issues, and opportunities and provide recommendations for resolution.
• Develop and maintain program schedules, action-item trackers, status reports, and other program management tools.
• Support acquisition, contracting, funding, and administrative activities associated with assigned programs, as required.
• Conduct research and analysis to support program decisions and identify opportunities for improved program execution.
• Coordinate multiple concurrent activities and ensure program deliverables are completed accurately and within established timelines.
• Perform other program management and analytical duties as assigned in support of ONR Code 32 mission requirements.

Desired Qualifications

• Bachelor's degree in Business Administration, Management, Engineering, Science, Information Technology, or a related field; advanced degree is desirable.
• 5+ years of program or project management experience, preferably supporting the Department of Defense, Department of the Navy, or other federal government organizations.
• Experience supporting Science & Technology (S&T), Research and Development (R&D), engineering, technical, or defense programs.
• Experience working with Navy, Marine Corps, DoD, federal laboratories, research institutions, universities, or defense contractors is highly desirable.
• Demonstrated ability to manage multiple projects, priorities, stakeholders, and deadlines.
• Strong understanding of program planning, scheduling, risk management, performance tracking, and technical reporting.
• Ability to communicate effectively with senior government personnel, technical experts, scientists, engineers, military personnel, and industry representatives.
• Strong analytical, organizational, documentation, and presentation skills.
• Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
• Ability to translate complex technical information into clear program management documentation and executive-level briefings.
• Experience supporting programs involving ocean sciences, maritime systems, undersea warfare, environmental science, sensing, modeling and simulation, or related naval technologies is highly desirable.
• Ability to work independently while also collaborating effectively within multidisciplinary teams.
• Active [Secret/Top Secret] security clearance, if required by the position.
