Job summary

STAHL Companies seeks a skilled Program Manager to lead a full lifecycle of Undersea Warfare Systems programs for NUWCDIVNPT, Newport RI. You will oversee engineering, prototyping, systems engineering, testing, deployment, and sustainment with cross-functional teams and government stakeholders.

Qualifications

  • Bachelor's degree in Engineering, Computer Science, IT, Business Administration, Program Management, or related field.
  • 8+ years of program or project management experience, preferably supporting DoD/government engineering programs.
  • Experience managing program cost, schedule, scope, risk, and technical performance.
  • Experience with systems engineering, R&D, testing, integration, or lifecycle management.
  • Ability to obtain and maintain a U.S. Government Secret security clearance.

We are seeking a skilled and experienced Program Manager to join our team!

The Program Manager will provide programmatic leadership and management support for engineering, research, development, integration, testing, and sustainment initiatives supporting the Naval Undersea Warfare Center Newport Division (NUWCDIVNPT), Ocean Science, Autonomous Systems and Ranges Department (Code 75). The Program Manager will oversee programs supporting Undersea Warfare Systems (UWS) throughout the complete engineering lifecycle, from concept development and prototyping through systems engineering, testing, deployment, logistics, sustainment, and eventual system replacement.

The position requires a strong understanding of DoD engineering and acquisition environments, program management methodologies, systems engineering, technical planning, risk management, and cross-functional coordination. The Program Manager will work closely with government program managers, engineers, technical specialists, sponsors, contractors, laboratories, and other stakeholders to ensure program objectives, schedules, budgets, technical requirements, and deliverables are successfully achieved.

Key Responsibilities
  • Provide overall program management and leadership for engineering and technical projects supporting Undersea Warfare Systems (UWS).
  • Manage programs across the complete engineering lifecycle, including concept development, prototyping, systems engineering, development, integration, testing, deployment, sustainment, and system retirement.
  • Develop and maintain program plans, schedules, milestones, resource requirements, and performance objectives.
  • Coordinate research, analysis, development, design, integration, installation, testing, engineering evaluation, and sustainment activities.
  • Support the development and management of system requirements, specifications, designs, and technical documentation.
  • Coordinate with engineering teams to ensure technical solutions meet customer requirements and program objectives.
  • Monitor program performance, identify risks and issues, and develop mitigation and corrective-action strategies.
  • Manage program cost, schedule, scope, and technical performance in accordance with contractual and government requirements.
  • Facilitate communication and coordination among government customers, technical teams, contractors, sponsors, laboratories, and other stakeholders.
  • Support the planning and execution of developmental and operational testing to verify system performance against specified requirements.
  • Oversee logistics, lifecycle planning, maintenance, software sustainment, and other long-term system support activities.
  • Support the development and evaluation of prototypes and transition of successful technologies and systems toward production or operational environments.
  • Prepare program status reports, briefings, presentations, metrics, and other management deliverables for government leadership and stakeholders.
  • Conduct program reviews and track action items, decisions, risks, dependencies, and deliverables.
  • Ensure program activities comply with applicable DoD policies, procedures, contractual requirements, security requirements, and quality standards.
  • Support multiple projects or task areas simultaneously while maintaining alignment with organizational priorities and customer objectives.
  • Assist with identifying opportunities for process improvement, technical innovation, and more efficient execution of engineering programs.
  • Support the transition, phasing out, and replacement of legacy systems as part of the overall engineering lifecycle.
Engineering Lifecycle Support

The Program Manager will support activities across the full system engineering lifecycle, including:

  • Prototyping: Planning and management of prototype development and evaluation.
  • Systems Engineering: Coordination of requirements definition, system specifications, architecture, design, and engineering development.
  • Integration & Development: Management of activities required to integrate new technologies, capabilities, hardware, and software.
  • Testing & Evaluation: Planning and coordination of testing to verify system performance against established requirements.
  • Logistics & Lifecycle Planning: Development and management of logistics, sustainment, maintenance, and lifecycle support strategies.
  • Sustainment: Oversight of ongoing system and software maintenance, upgrades, modifications, and performance improvements.
  • Transition & Replacement: Support for system retirement, replacement, technology transition, and development of next-generation capabilities.
Required Qualifications
  • Bachelor's degree in Engineering, Computer Science, Information Technology, Business Administration, Program Management, or a related technical field.
  • 8+ years of relevant program or project management experience, preferably supporting DoD, Navy, or defense engineering programs.
  • Demonstrated experience managing complex technical programs involving multiple stakeholders, engineering disciplines, and deliverables.
  • Experience with systems engineering, research and development, testing, integration, or lifecycle management.
  • Experience managing program cost, schedule, scope, risk, and technical performance.
  • Strong knowledge of project/program management methodologies and tools.
  • Excellent written, verbal, analytical, and organizational skills.
  • Ability to communicate effectively with government leadership, engineers, technical personnel, contractors, and other stakeholders.
  • Ability to manage multiple priorities in a complex and technically demanding environment.
  • Ability to obtain and maintain a U.S. Government Secret security clearance.
Preferred Qualifications
  • Master’s degree in Engineering, Systems Engineering, Business, Program Management, or a related field.
  • PMP certification or equivalent recognized program management certification.
  • Experience supporting Naval Undersea Warfare, NUWC, NAVSEA, DoD, or other U.S. Navy programs.
  • Experience with Undersea Warfare Systems, autonomous systems, ocean sciences, range development, or related defense technologies.
  • Knowledge of DoD acquisition processes and engineering lifecycle methodologies.
  • Experience with research, development, prototyping, systems integration, test and evaluation, and technology transition.
  • Experience working in a government laboratory, warfare center, engineering organization, or defense contractor environment.
  • Familiarity with systems engineering processes, technical reviews, requirements management, risk management, and configuration management.
  • Experience supporting multiple projects, task orders, or technical work packages.
  • Knowledge of DoD policies, acquisition regulations, and federal contracting environments.
