Job description

MDW is seeking a highly qualified Program Manager to ensure the successful day-to-day operations of support to the Office of the Chief Financial Officer (OCFO) of Defense Counterintelligence and Security Agency (DCSA). The OCFO is responsible for oversight and guiding implementation of financial management services across DCSA for both the Appropriated and Working Capital funds. The services MDW will provide include integrating all the financial and program requirements process activities into an enterprise resource management solution.

Responsibilities:

  • The PM will ensure that its staff is fully trained in all specific policies and procedures. The PM will manage trained personnel to ensure effective and efficient day-to-day business operations in accordance with standard accounting practices. Personnel shall be proficient in general business tools and software, accounting practices, and in DSCA specific operations (software applications and operating procedures).
  • The PM will manage personnel attrition and turnover to ensure operations continue smoothly while new staff is being hired and trained.
  • The PM will provide oversight of the financial management processes to verify their staff is providing accurate and responsive support. Whenever deficiencies are uncovered, the PM will take corrective actions to resolve deficiencies and provide a weekly summary of the outcome.
  • The PM will manage customer expectations, professional and ethical behavior of all contractor personnel, and effective management of subcontractors. The PM will perform monthly quality control (QC) checks of all tasks covered in the PWS and incorporate feedback in the monthly status report at a minimum and during weekly COR meetings.
  • They will assist in the development of program management services to ensure alignment with financial management, contract, technical requirements objectives, and processes. These include, but are not limited to preparation, review and assessment of program management documentation addressing scope, cost, schedule and technical performance, across all phases of the financial management lifecycle from requirement initiation through close out.
  • Manage different work streams across operations, data analytics and reporting, compliance and audit infrastructure. The Contractor shall conduct a variety of studies and analyses to support development of overall DSS financial program planning to ensure responsiveness to mission objectives and reflecting sound program planning and tenants. The contractor shall recommend alternatives, assist and assess in development of program management procedures and processes to achieve efficiency and cost savings for managing current and future requirements.

Education/Experience Requirements:

  • A Bachelor's of Science degree in Accounting or Finance
  • Must have the following certifications: Professional Management Professional and Certified Public Accountant (CPA)
  • A minimum of 5 years DoD PM experience managing projects and programs similar in magnitude and complexity as the work described in the PWS
  • A minimum of 10 years DoD financial management experience managing projects and programs similar in magnitude and complexity as the work described in the PWS.
  • Significant experience briefing upper management and must possess in depth understanding and knowledge of, resource management, and accountability
  • Excellent written and oral communication skills
