Contract Program Manager (CPM)


Work Location: Remote with occasional travel as required


Wolf Lake Services seeks a highly qualified Contract Program Manager (CPM) responsible for leading and overseeing the implementation of anti-harassment and misconduct inquiry services supporting the USDA, US Forest Service's WEPO. The CPM manages all contract aspects, including inquiries, quality control, stakeholder collaboration, and reporting, ensuring alignment with USDA and FS guidelines while safeguarding sensitive information. The role requires expertise in employee relations, investigations, and project management to promote a respectful, inclusive workplace.


Core Duties:

Program Management:

  • Oversee contract operations, ensuring alignment with SOW and goals.
  • Act as the primary liaison with the Forest Service, coordinating with relevant officials.
  • Monitor inquiry performance, ensuring quality, accuracy, and timeliness.
  • Ensure inquiries and investigations comply with FS policies and procedures.
  • Coordinate review and finalization of inquiry reports with FS contacts.
  • Manage inquiry officials, ensuring certification and training compliance.

Strategic Reporting and Analysis:
  • Identify workplace harassment trends to support leadership decisions.
  • Prepare performance reports and recommend program improvements.
  • Offer strategic suggestions to enhance processes and policies.

Team and Stakeholder Collaboration:
  • Assign cases and ensure quality standards are met.
  • Collaborate with stakeholders, including Employee Relations and Review Teams.

Training and Certification:
  • Ensure team members meet training and certification requirements under applicable regulations.
  • Support ongoing development through additional training.
  • Coordinate with FS for further training and certifications.

Travel and Logistics:
  • Plan logistics for investigations requiring in-person attendance.
  • Manage travel compliance and expense reporting.
  • Obtain pre-approval for travel from the COR.

Quality Control and Security:
  • Maintain a Quality Control Program for deliverables.
  • Safeguard PII and comply with security standards.

Communication and Coordination:
  • Serve as the primary communication link with the Forest Service.
  • Coordinate case assignments and report submissions.
