Job summary

Volunteers of America Los Angeles seeks a Program Manager I to supervise efforts to meet contract and budget goals while coordinating with community partners and VOALA assets. This on-site role requires strong leadership and program oversight to deliver services for vulnerable populations in Los Angeles.

The ideal candidate has 3+ years in social services program management, at least 2 years in staff supervision, and a Bachelor’s degree in a related field; Master’s preferred.

Qualifications

• Bachelor's degree in Social Work or related discipline; 4 years combined education/experience.
• Minimum 3 years in Social Services Program Management or Supervision.
• Minimum 2 years direct experience in Staff Management.
• Preferred: Master of Social Work or related field; experience linking clients to resources.

Responsibilities

• Oversee intake, service planning and goal attainment.

JOB SUMMARY AND PURPOSE

The Program Manager I supervises all efforts to fulfill the goals and objectives of the Program designing plans and operations according to contract and budget guidelines This includes overseeing resources and coordinating the efforts of community partners and conducting ongoing outreach to serve participants and leverage VOALA and community assets

DUTIES AND RESPONSIBILITIES

• Intake assessments service planning service delivery and goal attainment
• Training supervision and problem solving for difficult cases
• Meeting grant objectives adhering to grant guidelines
• Provides information to Division Director highlighting progress to reaching set goals
• Provides quality service to clients with rental issues
• Monitor program compliance to VOALA policies and required procedures
• Maintains documentation of all program services delivered to participants
• Measures and assess impact of services supports and participates in key elements to the programs success
• Effectively communicates project expectations to team members
• Coordinate outreach and collaboration efforts with community partners and landlords
• Other Duties as directed to accomplish program goals

ESSENTIAL ABILITY ACKNOWLEDGEMENT

Ability to work and deal with difficult uncooperative and potentially aggressive clients as VOALA serves the neediest of the needy in our programs which may include clients with homelessness mental illness substance abuse recently released from incarceration and other challenges

ESSENTIAL DUTIES

Services for this position must be provided on site As a result the positions supervised by this job description are on site and supervisors managers leaders must be on site to provide proper direction and oversight

OPERATIONS

• Responsible for day to day service delivery efforts providing guidance and supervision for staff budget oversight project timelines and anticipated outcomes
• Effectively plans workload of subordinate individuals and programs
• Budgets deploys and organizes resources

MONITORING AND MEASUREMENT

Ensure all services to clients are properly recorded every client intake along with the subsequent service documentation evaluate achievement of program goals report to senior leadership

COORDINATION OF SERVICES

Collaborates with other service providers to link various programs to community resources and supportive services

ADMINISTRATION

Keep comprehensive records of compliance with Funder and Regulatory requirements

TRAINING AND MENTORING

Responsible for service teams development through training policy and procedure structured supervision and learning collaboratives

CHANGE LEADERSHIP

Identifies better faster more efficient ways to achieve the mission of the program

Community Outreach

Other duties as required and is subject to change at any time

MANDATED REPORTER

As service providers to the underprivileged and vulnerable in our community all employees are considered Mandated Reporters and must report any instance of physical or sexual abuse to proper authorities

QualificationsREQUIREMENTS

• Must be able to pass a fingerprint clearance background check including criminal history personal references employment and education verifications
• Ability to perform under circumstances of possible emotional stress and conflicts dealing with difficult uncooperative and potentially aggressive clients as VOALA serves the neediest of the needy in our programs which may include clients with homelessness mental illness substance abuse recently released from incarceration and other challenges

EDUCATION

Bachelors degree in Social Work or related discipline or a combination of relevant education and experience 4 years

EXPERIENCE

• Minimum of 3 years of experience in Social Services Program Management Coordination or Supervision
• Minimum of 2 year of direct experience in Staff Management

PREFERRED QUALIFICATIONS

• Master of Social Work or discipline related to Program servicesExperience connecting clients to community and government resourcesExperience serving the target community veterans homeless at risk youth et ceteraKnowledge about community resourcesExperience with HMIS and other relevant databases used by partner service providersAbility to work with people from various backgrounds andor limited English capabilities
