Job summary

Bowhead seeks a Program Manager to support Marine Corps logistics programs in Stafford, VA, coordinating policy guidance, training development, and product support analyses. The PM will manage government requirements and ensure contract tasks stay within scope while working with the Supply Officer and COR.

Required are 15+ years in DoD programs, 5+ years in USMC logistics, and knowledge of DON/Marine Corps regulations.

Qualifications

  • 15+ years experience supporting DoD programs.
  • 5+ years USMC Logistics Program Management experience.
  • Experience with Marine Corps supply operations.
  • Thorough understanding of DON and Marine Corps logistics regulations.

Responsibilities

  • Assist in planning, coordinating, and overseeing all government requirements per the performance work statement.
  • Review tasks to ensure scope, quality, and compliance.
  • Distribute work to the contractor team and manage communications with the COR.
  • Review deliverables and ensure timeliness and accuracy.
  • Serve as main POC for contractor personnel; provide monthly status reports on property management and deliverables.
  • Participate in IPTs and training coordination; support audits as required.

Job description

Bowhead seeks a Program Manager to support Portfolio Acquisition Executive Marine Corps (PAE-MC) Acquisition and Organic Supply Operations Support FS&S contract in Stafford, VA. The PM will support PAE-MC in the management and implementation of logistics policy guidance, training development and deliver support of Command-wide solutions that include product support analyses and coordinating emerging logistics initiatives with internal and external stakeholders.

The Program Manager will have expertise in Marine Corps Acquisitions and Logistics to include a mastery of the 12 integrated product support elements, property accountability, training development, data mining, logistics, and maintenance data systems.

  • Assisting in the planning, coordination, implementation, and oversight of all government requirements as specified within the performance work statement and as applicable to audit requirements
  • Review tasks to ensure they are within the scope of the contract
  • Distribute all work assigned the Contractor team via the contractor Technical Team Management Support
  • Review deliverables to ensure quality, timeliness, and compliance of the task(s)
  • Work directly with the Supply Officer and/or COR to ensure all core MCSC Supply Office functions outlined in this statement of work are completed
  • Participate in Integrated Program Teams (IPTs) or working groups in support of the MCSC Supply Office and audit requirements as required
  • Ensure the training of all contractor personnel
  • Review weekly Situation Reports (SITREPs) inputs consolidated by contract personnel and submit to MCSC Supply Officer and COR no later than noon on Wednesdays. Submission dates may be adjusted depending on holidays or leadership availability
  • Review the consolidated contract personnel updates to the Quarterly Command Chronology and submit to the MCSC Supply Office POC NLT 10 working day from the end of the quarter. Updates will include any major events, policies, or tasks accomplished by the MCSC Supply Office during the period
  • Serve as the main Point of Contract (POC) for all contractor personnel
  • Provide Status Reports monthly no later the 5th business day after the end of the month for the preceding month of performance on property management transactions, deliverables and other tasks as outlined in the performance work statement
  • Other Duties as assigned
  • Minimum High School Diploma required but a Bachelor's Degree highly desired.
  • Program Management Professional (PMP) Certification or Certified Defense Acquisition Workforce Improvement Act (DAWIA) Advanced / level 2-3 in Program management preferred.
  • Fifteen years or more (15+) years experience supporting DoD programs.
  • Five (5) years of USMC Logistics Program Management experience.
  • Experience with Marine Corps supply operations and GCSS-MC.
  • Thorough understanding of DON and Marine Corp logistics regulations and policies.

Desired Skills:

  • Competency in communication, leadership, logistics automated systems, team management, and risk management.
  • Must be able to multi-task, manage priorities and work independently with little direction.
  • Ability to communicate effectively with all levels of employees and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

Targeted salary range is $130,000 to $160,000 annually based on qualifications and experience.

Physical Demands

  • Must be able to lift 10-15 pounds on occasion.
  • Must be able to stand and walk for prolonged period amounts of time.
  • Must be able to twist, bend, and squat periodically.

SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain a security clearance at the Secret level. US Citizenship is a requirement for this contract.
