RESPONSIBILITIES

• Ensure successful program implementation, including meeting operational targets and achieving or exceeding performance objectives.
• Ensure that approaches are technically sound and effective at impacting programs coverage and quality.
• Prioritize technical assistance needs, develop and ensure the implementation of realistic and effective action plans for meeting those needs.
• Work closely with ethnic and community-based health partners.
• Ensure that ethnic and community health organization stakeholders are consulted and help shape the project based on knowledge of community health interventions. This includes approaches to service delivery, governance structures, workforce models, and health information systems.
• Facilitate effective communication between relevant partners and stakeholders.
• Develop reports and presentations for dissemination to internal and external audiences.
• Lead efforts to translate data and findings into programmatic guidance and policy advocacy.
• Represent NTACHC in meetings with donors and partners and provide technical assistance to partners in designing and implementing their work plans and budgets.
• Oversee and monitor program budgets.
• Provide technical support and guidance on key program approaches.
• Work closely with the Director of HIM (Health Information Management) and Chief Medical Officer to support project goals.
• Other duties or responsibilities as assigned by the Director of Business Operations.

TECHNICAL LEADERSHIP

• Provide strategic and technical direction for NTACHC’s ancillary programs, including to identify, secure and/or adapt resources (Techni rights-based, institutional and individual).
• Serve as technical lead for the development and submission of successful proposals to expand the quality and scope of the program.
• Lead programs project design and program planning, including the selection of appropriate methodologies for program implementation, capacity building, monitoring and evaluation (i.e.: identifying key indicators), and supporting relevant research and/or survey methodologies).
• Foster organizational learning and cross pollination of promising practices throughout the organization as well as between NTACHC and partners through sharing information electronically, via workshops, tool kits, compilation documents, etc.
• Promote Relationship building by: (a) identifying key contacts and ensuring good relationships with potential and existing funders, technical resources, etc. (b) identifying and building relationships with strategic institutional partners, (c) maintaining existing and building new relationships with community-based health organization partners, and (d) developing and maintaining strong relationships with community health counterparts.
• Ensure technical quality of grant reports, publications, or presentations.
• Provide oversight and technical support to a range of maternal and newborn health activities including sexual and reproductive health, HIV testing and counseling, family planning, prenatal care, antenatal care, safe delivery, nutrition, immunizations, birth spacing, and emergency referrals.
• Ensure integration across technical areas and with cross cutting approaches such as gender, equity and rights-based approaches to health.

ADVOCACY AND REPRESENTATION

• Participate in coordination and planning meetings with Local Government officials and other community health partners.
• Facilitate and contribute to policy and program discussions between community-based organizations.
• Represent NTACHC ancillary program with donors, and coordinate with agencies working in community health.

Requirements

• Master's or equivalent advanced degree.
• 5 years or more relevant professional experience with an emphasis on community health.
• Experience with community-based health interventions and health systems strengthening approaches.
• Excellent communications and interpersonal skills, both written and verbal, including ability to effectively communicate across cultures.
• Excellent program development and grant writing experience including budget managerial skills.
• Experience and ability in capacity building and the provision of technical support in community health.
• Must show initiative, be able to work independently, be a team player, and demonstrate strong leadership skills.
• Fluency in English required, ability to speak Spanish would be beneficial.
• Computer literacy required.

Summary

Responsible for guiding and overseeing the technical and strategic direction of NTACHC’s ancillary services not to include Behavioral health, vision and pharmacy programs. The Program Manager’s responsibilities include directly managing the implementation of community outreach, health education and maternal childhood programs. Program Manager will work closely with partner organizations to develop tools, strategies and recommendations for the delivery of ancillary services. S/he will also provide technical leadership in donor representation and CPI (Compliance Performance Improvement) development efforts. The Program Manager will develop and follow program outcomes and perform quality audits on a quarterly basis. Additionally, the program manager will be responsible for the following functions across all field offices: (i) leading the team in program development, technical oversight, and program quality assurance, (ii) policy development and advocacy, and (iii) developing professional relationships with key policy stakeholders.
