Job summary

• Lead phase-in/phase-out, including staff recruitment, onboarding, and training.
• Ensure timely submission of monthly/annual reports, staffing plans, and quality control plans.
• Designate On-Site Coordinators at each installation and provide guidance.
• Monitor contract performance, staffing rates, and compliance with security, training, and operational requirements.
• Respond to Government issues including non-conformance reports and corrective action plans.
• Maintain direct accountability to corporate leadership to mitigate conflicts of interest and ensure contract integrity.

Key Responsibilities

• Serve as the primary liaison with HQ IMCOM, Contracting Officer, and Contracting Officer's Representative (COR) for all contract matters.
• Oversee and coordinate the delivery of education support services at all Army Education Centers (CONUS and OCONUS), ensuring compliance with contract requirements and Army regulations.
• Develop and implement a management structure to ensure effective coordination, quality control, and timely delivery of services.
• Lead the phase-in and phase-out processes, including recruitment, onboarding, and training of staff to meet contract milestones.
• Ensure all deliverables (monthly status reports, annual reports, staffing plans, quality control plans) are submitted accurately and on time.
• Designate and supervise On-Site Coordinators (OSCs) at each installation, providing guidance and resolving local issues.
• Monitor and report on contract performance, staffing rates, and compliance with security, training, and operational requirements.
• Respond to and resolve issues identified by the Government, including non-conformance reports and corrective action plans.
• Maintain direct accountability to corporate leadership to mitigate conflicts of interest and ensure contract integrity.

Minimum Qualifications
