Job summary

Centerra Group is seeking a Program Manager to oversee on-site security and fire services at the Radford Army Ammunition Plant. You will manage contract administration, ensure compliance with requirements, and supervise the on-site team to deliver high-quality services.

The role requires managerial experience, a qualifying security clearance, and proficiency with Excel/Word, with strong emphasis on cost control and client satisfaction. This position is based on site in Radford, VA.

Responsibilities

• Ensure contract compliance and quality of services, timeliness of deliverables, cost control, and government reporting.
• Oversee security and fire services operations on site at Radford Army Ammunition Plant.
• Make personnel decisions and supervise all staff under the contract.
• Remain available 24/7 for emergencies and exigent circumstances.
• Conduct internal investigations of reported allegations.
• Track and safeguard equipment and property; manage inventory.
• Implement, monitor, and upgrade program quality control and training plans.
• Serve as client focal point for all program activities and ensure standards conformance.
• Plan projects, meet objectives, and manage resources within budget.
• Work environment is office/training with possible interruptions and physical lifting up to 25 lbs.

POSITION SUMMARY

Managing the requirements of this contract is considered a critical function. In addition to providing contract administration and ensuring compliance with contract requirements, the Program Manager shall oversee and manage all the security & Fire Services operations on site at the Radford Army Ammunition Plant.

RESPONSIBILITIES

• Ensure employees perform all duties and requirements of the contract, ensuring: quality of services and supplies, timeliness of all deliverables, control costs, compliance with all government reporting requirements, quality control and management of key personnel.
• Make decisions on behalf of the company, particularly on personnel related issues.
• Supervise all individuals working under this contract.
• Be available on a 24-hour basis, to ensure prompt response in the event of an emergency or exigent circumstance
• Conduct prompt and thorough internal investigations of reported allegations.
• Ensure all equipment and property is tracked and accounted for, and otherwise safeguarded.
• The PM will have overall responsibility for implementing, monitoring, and upgrading the program quality control and training plans and is responsible for ensuring the work force complies with program requirements.
• Serve as the focal point for the client for all program activities and be responsible for overall quality and standards conformance in accordance with the SOW.
• Ability to plan projects, meet objectives, develop contingencies, and manage resources within budget.
• Work is typically based in a busy office/training environment and subject to frequent interruptions.
• May be required to lift and carry awkward items weighing up to 25 lbs.
• Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.

QUALIFICATIONS:

• Must possess, at minimum,:Undergraduate (4-year) or applicable experience.
• Documented managerial training specifically related to fire/security.
• Experience managing or overseeing contracts to provide security officer and fire fighting services to various locations and multiple facilities and to provide surge response to heightened security conditions, emergent needs, or for special events.
• Must have a minimum of a DOD Interim Secret security clearance.
• Must be proficient in Excel and Word.
• Possess five (5) years' experience supervising contracts with more than forty (40) people.
• Specialized experience includes: project development and implementation from inspection to deployment. expertise in management and control of funds and resources using complex reporting mechanisms; and demonstrated capability in managing multi-task programs or subcontracts of various types and complexity.
