Job Overview
TechSur Solutions, a leading provider of digital modernization services to the federal government, is seeking an experienced program manager to oversee the successful execution of a multiple-award Blanket Purchase Agreement (BPA).
This individual will be responsible for managing all aspects of BPA calls, ensuring timely delivery, high performance, and compliance with contract and federal requirements. The ideal candidate will bring deep experience in federal IT project management, modernization initiatives, and Agile methodologies, with the ability to lead cross-functional teams across geographically dispersed locations
Job Responsibilities
- Serve as the primary point of contact for the Department of Homeland Security’s Contracting Officer (KO), COR, and stakeholders on all BPA-related activities.
- Provide overall program management and coordination for all awarded BPA calls, including planning, execution, reporting, and performance tracking.
- Oversee program deliverables, timelines, budgets, and staffing to ensure compliance with BPA Section C requirements.
- Lead cross-functional teams of TechSur and subcontractor personnel across application modernization, sustainment, and emerging technology initiatives.
- Ensure integration and coordination with C5ISC internal and external contractors under Associate Contractor Agreements (ACAs).
- Establish and maintain clear lines of authority and communication to manage contract operations efficiently.
- Promote Agile and DevSecOps best practices, support pre-engineering assessments and coordinate with Government Product Owners.
- Oversee compliance with applicable federal cybersecurity, acquisition, configuration management, and data governance directives.
- Manage change control, risks, dependencies, and ensure alignment with the customer strategic modernization goals.
- Develop and deliver accurate, timely reports, briefings, and required BPA deliverables (e.g., OPSEC Plan, ACA, Section 508 compliance).
- Ensure all staff maintain necessary certifications (e.g., PMP, DoD 8570 compliance, ISO standards) and meet security training requirements.
Requirements/Qualifications
- Minimum 10 years of IT project/program management experience, with at least 5 years managing federal government contracts.
- Experience in leading IT sustainment and modernization projects, preferably in public sector environments.
- Expertise in Agile frameworks (Scrum, SAFe), DevSecOps, and legacy-to-modern transformation.
- Strong understanding of federal IT compliance requirements, including CMMI, ISO 9001/20000/27001, and Section 508.
- Demonstrated experience in managing subcontractor and associate contractor agreements.
- Bachelor’s degree in information systems, engineering, business administration, or a related field.
- PMP certification or equivalent is required
Desired Skills/Certifications
- Experience with USCG, DHS, or DoD systems and environments.
- Familiarity with low-code application platforms (LCAP) such as Appian, SaaS/COTS integration such as Salesforce, and CI/CD tools.
- Working knowledge of Configuration and Change Management and other applicable DHS directives.
Education
- Bachelor’s degree in information systems, engineering, business administration, or a related field.
