All Native Group is seeking an experienced Program Manager to lead a DoD facilities maintenance program at Fort Campbell, Kentucky. The role owns the integrated schedule, funding forecasts, and quality management while directing field operations, logistics, and safety as part of an integrated operating model.

The position requires a decade of facilities operations experience, plus at least five years managing large federal contracts. Maximo CMMS and EAM knowledge are highly preferred.

  • Experience may substitute for degree.

Responsibilities

  • Serve as the primary point of contact with the Government entities (DPW, COR, AO).
  • Lead IMS development, milestone tracking, and acceptance package submissions.
  • Oversee funding, labor/material forecasting, budget management, cost controls, and cost avoidance.
  • Provide leadership to Maintenance Superintendent, Logistics Manager, QA/QC Manager, Safety and Training Manager, and technical leads.
  • Prepare and deliver monthly performance reports, funding status updates, and contract modifications.
  • Monitor program performance against contractual requirements and KPIs including safety, quality, and customer satisfaction.

Summary

Fire Creek Services Company has an immediate opening for a full-time Program Manager to serve as the primary lead for a facilities maintenance program at Fort Campbell, Kentucky. The Program Manager owns program delivery, the integrated schedule, funding forecasts and quality management of this program. This position directs field operations, logistics, quality and safety, and digital platform functions as one integrated operating model in support of a DoD client.

Essential Functions

  • Serve as the primary point of contact with the Government, including the Department of Public Works (DPW), Contracting Officer’s Representative (COR), and Agreement Officer.
  • Lead daily operational reviews, weekly exception and supply management reviews, and monthly performance, funding, and program management reviews with Government stakeholders.
  • Develop, maintain, and manage the Integrated Master Schedule (IMS), milestone tracking, and acceptance package submissions.
  • Oversee annual contract funding, labor and material forecasting, budget management, cost controls, and cost avoidance initiatives.
  • Provide leadership and direction to the Maintenance Superintendent, Logistics Manager, QA/QC Manager, Safety and Training Manager, and technical integration leads.
  • Maintain and manage the program risk register, decision log, Government dependency tracking, and capacity management plans.
  • Monitor workforce capacity and labor efficiency, ensuring staffing adjustments are supported by demonstrated KPI performance.
  • Review and approve changes to dispatch processes, job plans, workflows, and system configurations in coordination with operational and technical leaders.
  • Lead transition and mobilization activities, ensuring continuity of operations, effective knowledge transfer, and successful Government acceptance.
  • Prepare and deliver accurate and timely monthly performance reports, milestone documentation, funding status updates, and contract modification or change proposals.
  • Monitor program performance against contractual requirements and key performance indicators, including response times, resolution rates, quality standards, safety objectives, preventive maintenance compliance, supply management, asset accountability, and customer satisfaction.
  • Foster positive working relationships with Government personnel, employees, subcontractors, vendors, and corporate support functions.
  • Perform other duties as assigned.

Competencies

  • Experience leading multi-disciplinary maintenance and operations teams in performance-based service environments.
  • Demonstrated ability to develop and deliver performance reports, milestone packages, and corrective action plans.
  • Ability to obtain and maintain access credentials for Fort Campbell and comply with all installation access requirements.
  • Proficiency with Microsoft Office Suite and the ability to quickly learn and utilize program-specific software, maintenance management systems, and reporting tools.
  • Strong organizational, analytical, communication, and problem-solving skills with the ability to manage multiple priorities in a fast-paced environment.

Supervisory Responsibility

This position involves executive oversight of multiple program portfolios and senior management teams.

Work Environment

This job operates in executive settings with frequent engagement at the highest levels of Army leadership. This role uses executive office equipment and classified communication systems.

Physical Demands

The physical demands are typical of executive positions, with extensive travel and high-stress decision-making requirements. While performing the duties of this job, the employee is regularly required to talk or hear.

Position Type/Expected Hours of Work

This is a full-time executive position with flexible hours based on mission requirements.

Extensive travel is expected for this position.

Experience

  • Minimum of ten (10) years of experience supporting facilities operations and maintenance, installation support services, or a related operational environment.
  • Minimum of five (5) years of experience managing federal service contracts with annual values of $5 million or greater.

Education

Bachelor's degree in Engineering, Construction Management, Facilities Management, Business Administration, or related field preferred. Experience may be substituted for degree.

Additional Eligibility Qualifications

  • OSHA 30-Hour Certification preferred.
  • Project Management Professional (PMP) certification preferred.
  • Previous experience supporting U.S. Army installations, Department of Public Works (DPW) operations, or military base operations contracts.
  • Experience implementing or managing Enterprise Asset Management (EAM) or Computerized Maintenance Management Systems (CMMS).
  • Experience with Maximo is highly preferred.
  • Experience leading large-scale facilities maintenance, base operations support, or infrastructure sustainment programs for federal agencies.
  • Experience with federal procurement requirements.
  • Knowledge of performance-based contracts and key metrics associated with facilities operations, maintenance, logistics, and asset management.
