Job summary

Anblicks Inc. in Dallas seeks an experienced Technical Program Manager to lead strategic transformation programs for critical infrastructure operations.

You will drive end-to-end program execution, governance, and value realization across cross-functional teams. The role requires senior leadership, strong stakeholder management, and a proven track record in large-scale technology delivery within critical infrastructure domains.

Qualifications

  • 12+ years of experience in Technical Program Management or Technology Delivery.
  • Proven experience leading enterprise-wide programs and strategic initiatives.
  • Strong stakeholder management and executive communication skills.
  • Experience with program governance, budgeting, risk management, and reporting.
  • Strong understanding of project execution and technology delivery.
  • Background in Critical Infrastructure Services, Data Centers, Telecommunications, Utilities, Energy or related industries.
  • Bachelor’s degree in Electrical Engineering, Electronics Engineering, Computer Engineering, or related engineering discipline.

Responsibilities

  • Lead large-scale technology and operational transformation initiatives from planning through implementation and handoff.
  • Manage program roadmap, scope, budget, resources, risks, dependencies, and milestones.
  • Partner with business, engineering, operations, finance, and technology leaders to ensure successful execution.
  • Establish governance, reporting frameworks, including executive dashboards and weekly status reports.
  • Identify and mitigate program risks, issues, and delivery challenges.
  • Drive process improvement, operational efficiency, and adoption of new technologies.
  • Ensure solutions align with business objectives, security standards, and compliance needs.
  • Track and report program KPIs, milestones, and value realization.

Role Summary

Lead strategic technology and business transformation programs that support critical infrastructure operations. Drive end-to-end program execution, stakeholder alignment, governance, and operational excellence while managing cross-functional teams and delivering measurable business outcomes.

Key Responsibilities
  • Lead large-scale technology and operational transformation initiatives from planning through implementation and operational handoff.
  • Manage program roadmap, scope, budget, resources, risks, dependencies, and delivery milestones.
  • Partner with business, engineering, operations, finance, and technology leaders to ensure successful execution.
  • Establish governance, reporting, and communication frameworks, including executive dashboards and weekly status reports.
  • Identify and mitigate program risks, issues, and delivery challenges.
  • Drive process improvement, operational efficiency, and adoption of new technologies.
  • Ensure solutions align with business objectives, operational requirements, security standards, and compliance needs.

Required Qualifications
  • 12+ years of experience in Technical Program Management, Program Management, or Technology Delivery.

  • Experience with program governance, budgeting, risk management, and reporting.
  • Strong understanding of project execution, operational processes, and technology delivery.
  • Experience within Critical Infrastructure Services , Data Centers, Telecommunications, Utilities, Energy, Engineering Services, or related industries.
  • Bachelor’s degree in Electrical Engineering, Electronics Engineering, Computer Engineering , or a related engineering discipline.
Preferred Qualifications
  • PMP, PgMP, Agile, SAFe, Scrum, or similar certifications.
  • Experience managing technology platforms, digital transformation, cloud, data, or operational systems.
  • Background in data center operations, electrical systems, telecommunications infrastructure, or mission-critical environments.
