Jobtailor seeks a Senior Program Manager to direct the execution of IDIQ and awarded task orders. You will lead cross-functional teams and act as the primary liaison with government leadership, contracting officers, and technical points of contact.

You will manage PWS requirements, ensure compliance, oversee budgeting and scheduling across multiple task orders, and deliver executive briefings and status updates.

Qualifications

  • Bachelor's degree in a related field.
  • 10+ years of program management experience in Federal law enforcement contexts.
  • PMP certification required.
  • Ability to obtain Top Secret clearance.
  • U.S. citizen required.
  • Experience leading 100+ person teams across on-site, hybrid, and remote locations.
  • Experience directing staff, contractors, and task leads.

Job description

  • Serve as senior program manager responsible for overall execution of the IDIQ and awarded task orders
  • Lead and motivate cross-functional teams
  • Manage PWS contract requirements and contract deliverables
  • Serve as primary point of contact for government customer leadership, contracting officers, contracting officer representatives, and technical points of contact
  • Collaborate with stakeholders to define program goals and align them with organizational objectives
  • Identify program risks and develop mitigation and contingency plans
  • Support deliverable development and project implementation across functional areas and client offices
  • Prepare executive-level briefings, dashboards, reports, and responses to Government data calls
  • Provide status updates, progress reports, and responses to concerns or inquiries
  • Communicate proactively with stakeholders, clients, team members, and partners
  • Ensure compliance with QCP, QASP, security, ethics, and training requirements
  • Execute financial aspects of assigned projects, including budgeting, monitoring execution, managing variances, and forecasting EACs
  • Manage cost, schedule, staffing, quality, and performance across multiple task orders, including subcontractors, invoicing support, and contract modifications
  • Supervise the team, including hiring processes, timesheet approvals, and performance reviews
  • Travel up to 10% as required
Requirements
  • Bachelor's degree required in Criminal Justice, Business, Public Administration, Management, or related field
  • Minimum of ten years of program management experience supporting Federal law enforcement agency program management; headquarters organization experience highly desired
  • Project Management Professional (PMP) certification
  • Ability to obtain a Top Secret clearance as a condition of employment
  • Must be a U.S. citizen
  • Experience managing large teams of 100+ employees across on-site, hybrid, and remote duty locations and schedules
  • Experience with recruiting, hiring, training, and performance management of direct reports and task leads
  • Experience directing staff, tasking activities, and supervising technical and administrative staff, including subcontractors
  • Strong leadership, organizational, analytical, time management, multitasking, prioritization, and attention-to-detail skills
  • Experience collaborating with clients and staff to coordinate activities, negotiate tasks, improve processes, and solve problems
  • Outstanding verbal and written communication skills
  • Ability to work with diverse stakeholders and devise innovative solutions
  • Ability to function in a dynamic, high-paced, mission-critical environment and adapt quickly to change
  • Willingness to work flexible hours
  • Highly proficient in Microsoft Office Suite, including Word, PowerPoint, and Excel
  • Ability to build and maintain relationships with internal employees and outside sources
  • Prior Federal law enforcement experience as an 1811 Criminal Investigator preferred
  • Ability to work at a computer for extended periods, travel as required, communicate effectively, occasionally lift up to 25 pounds, perform repetitive hand motions, and follow audible emergency communications
  • Successful completion of a pre-employment drug screen; subject to random drug screens
