Job summary

Responsibilities

  • Coordinate with multiple commands to align training with production goals.
  • Maintain student recall/transfer rosters and manage flow of students across stages.
  • Complete performance management tasks and advise on accountability actions.
  • Provide input on Officer Evaluation Reports and related workflows.

Job Summary

We are looking for an experienced Program/Management Analyst to support the U.S. Coast Guard Liaison Office (CGLO) at Naval Air Station Pensacola, FL. CGLO monitors and directs Coast Guard Aviator Production Planning (CGAPP) for rotary and fixed-wing pilot training, administers the student control process, and supports the Coast Guard Force Readiness Command (FORCECOM) mission — currently overseeing the production and progression of approximately 165 flight school students and 35 instructors through a two-year intensive naval aviator training pipeline. This is a designated Key Personnel position performed under a non-personal services contract, with the incumbent controlled and supervised solely by LTS management.

Key Responsibilities
  • Plan, develop, and conduct liaison support for all CGAPP programs, including introductory, primary, rotary, and fixed-wing flight training
  • Identify CGAPP issues, coordinate requirements and schedules, and direct complex program studies impacting pilot training and resource policy
  • Oversee Coast Guard flight training production using CGAPP databases, including NIPDR and TSHARP, and manage collection and reporting of student flight and ground training progress
  • Serve as the direct point of contact for the Student Control office at NAS Pensacola and NAS Whiting Field, FL, coordinating administration and procedures across NASC, TRAWING FIVE, and USAF 23d FTS
  • Develop and oversee procedures for reviewing and verifying student Aviation Training Jackets (ATJ) and monitor squadron compliance with training directives
  • Manage Coast Guard flight students across pre-training, primary, and advanced training pools, coordinating with NAPPO to align training with production goals
  • Maintain automated student recall/transfer rosters and oversee daily/weekly inter- and intra-TRAWING student flow
  • Complete performance management tasks promptly, flagging Student Naval Aviators (SNAs) requiring accountability action and recommending solutions for complex or precedent-setting situations
  • Provide written input on Officer Evaluation Report (OER) DUINS tasks and observations to the Deputy CGLO, and collaborate on OER/EER workflow for permanent party personnel
  • Manage applicable directives (COMDTINST 1500.10D, CNATRAINST 1500.4L) and oversee all documentation required for student programs and instructor requirements
  • Maintain liaison with internal contacts (23d FTS, NASC, TRAWING FOUR/FIVE, Training Squadron COs/XOs) and external contacts (FORCECOM, OPM, CG-711, USCG Aviation Training Center Mobile) through meetings, briefings, and site visits
Required Qualifications
  • Minimum active Tier 1 federal background investigation, favorably adjudicated, prior to start
  • Bachelor's degree in a related field, plus a minimum of one year of relevant experience
  • Demonstrated ability to work independently, identify problems, and design student production plans
  • Comprehensive knowledge of CNATRA/NATRACOM and CGLO flight training missions, operations, and goals
  • Working knowledge of CNATRAINST 1500.4 and related Coast Guard/Navy training policies, procedures, and directives
  • Ability to apply qualitative and quantitative methods to assess flight training program efficiency and effectiveness
  • Familiarity with Coast Guard/Navy programming, budgeting, and planning tools, including CGAPP manpower requirements and TSHARP
  • Excellent written and verbal communication skills for technical and non-technical stakeholders, including senior military leadership
  • Proficiency with Microsoft Office Applications for all written reporting
  • Ability to travel to NAS Whiting Field, FL; NAS Corpus Christi, TX; and Ft. Novosel, AL as required
Preferred Qualifications
  • Prior experience supporting U.S. Coast Guard, Navy, or Air Force flight training programs (e.g., NASC, CNATRA, TRAWING, or 23d FTS)
  • Familiarity with COMDTINST 1500.10D (Performance, Training and Education Manual), particularly Chapter 11.E (Officer Aviation Training)
  • Experience with student records/training jacket administration (ATJ) and evaluation report workflows (OER/EER)
