Job summary

Grunley Construction has been selected to pursue a major CBP construction program, deploying a regional network of strong local subs to execute in remote border locations.

The Program Director will lead pursuit and execution, build relationships with CBP/DHS officials, and direct pricing, proposals, and contract terms. This role combines business development, network building, and federal program operations.

Qualifications

• Bachelor's degree in Engineering, Construction Management or related field.
• At least 10+ years in construction leadership experience.
• Direct experience with CBP, DHS, GSA, or other federal agencies.
• Experience delivering infrastructure via subcontractors/local partners.
• Working knowledge of FAR and federal government contracting requirements.

Responsibilities

• Lead Grunley's pursuit and execution of work under the CBP program.
• Build and manage a network of local specialty and general subcontractors as 'super subs'.
• Develop relationships with CBP/DHS contracting officials and direct pricing/proposals.
• Negotiate final contract terms for awarded work and subcontractor agreements.
• Oversee delivery of awarded projects across a wide, remote geography.
