Job summary

Grunley Construction seeks a Program Director to lead pursuit and execution of CBP-related construction work. You will build a regional network of super-sub contractors, engage DHS/CBP officials, and direct pricing, negotiation, and delivery across remote border locations.

The role blends business development, network building, and federal program operations, reporting to the President. Travel and cross-regional leadership are required.

Qualifications

  • Bachelor’s degree in Engineering, Construction Management or related fields.
  • This position requires a minimum of ten ( 10)+ years of construction leadership experience, including significant federal government contracting experience.
  • Direct experience with CBP, DHS, GSA, or other federal agencies delivering infrastructure in remote or border-region environments.
  • Demonstrated success managing work primarily through subcontractors/local partners rather than self- performing.
  • Strong track record negotiating both government contracts and subcontractor agreements.
  • Working knowledge of FAR and federal government construction contracting requirements.
  • Existing relationships with CBP/DHS contracting or program offices.
  • Existing network of qualified subcontractors along the southern U.S. border.
  • Experience with security-sensitive, remote, or austere-site construction (military, energy, or infrastructure sectors).
  • Spanish language proficiency.

Responsibilities

  • Market & Relationship Development with CBP and DHS stakeholders.
  • Identify, vet, and build long-term relationships with local super-sub partners across border regions.
  • Understand local market conditions in each border sub-region and coordinate with officials as needed.
  • Lead proposal and pricing processes in collaboration with preconstruction teams.
  • Structure teaming and subcontract arrangements allocating scope, risk, and pricing to partners.
  • Ensure compliance with FAR and DHS/CBP contracting requirements and security protocols.
  • Negotiate final task order value and terms with CBP; negotiate subcontract terms with partners.
  • Staff assignment and project oversight across multiple remote sites.
  • Monitor safety, quality, schedule, and financial performance across the portfolio.
  • Report pipeline and performance directly to leadership.

Job description

Grunley Construction has been selected as one of ten general contractors eligible to pursue task orders under a $10 billion U.S. Customs and Border Protection (CBP) construction program. Projects under this program are concentrated along the southern U.S. border and will be competed among the qualified contractor pool over the next several years.

Unlike Grunley's traditional self-perform model, this program is designed around the use of strong local “super subcontractors” in each region who provide the on-the-ground labor, trade relationships, and market knowledge required to execute effectively in remote and geographically dispersed border locations.

The Program Director will lead Grunley's pursuit and execution of work under the CBP program. This person will build and manage a network of local specialty and general trade subcontractors functioning as “super subs,” develop relationships with CBP/DHS contracting officials, direct the pricing and proposal process for competed task orders, negotiate final contract terms, and oversee delivery of awarded projects across a wide and often remote geography. This role is equal parts business developer, subcontractor network builder, and federal program operator.

Summary

Responsibilities/Duties

Market & Relationship Development

  • Serve as Grunley's primary relationship owner with CBP and DHS contracting, program management, and engineering stakeholders.
  • Identify, vet, and build long-term relationships with qualified local “super subcontractor” partners across the southern border region.
  • Understand the distinct local market, labor, security, and logistical conditions in each border sub-region (South Texas, West Texas, New Mexico, Arizona, Southern California).
  • Engage local officials, agencies, and community stakeholders as needed to support project execution in sensitive border locations.
  • Track and qualify CBP task order releases against Grunley's win strategy and capacity, in coordination with Chip Scott.
  • Lead the proposal and pricing process for each pursuit in partnership with Grunley's preconstruction team and local super-sub partners.
  • Structure teaming and subcontract arrangements that appropriately allocate scope, risk, and pricing responsibility to local partners.
  • Ensure compliance with FAR, DHS/CBP-specific contracting requirements, and any applicable security or site-access protocols.

Contract Negotiation & Execution

Lead negotiation of final task order value and terms with CBP contracting officers.

Negotiate subcontract terms, pricing, and risk allocation with local super-sub partners.

Hire and assign project management and field supervision staff(Grunley and/or partner-provided) to oversee construction across multiple, often remote, project sites.

Monitor safety, quality, schedule, and financial performance across a geographically dispersed project portfolio.

Organization & Culture

  • Build a lean, mobile program management structure capable of overseeing widely dispersed projects executed largely through local partners.
  • Establish consistent Grunley standards for safety, quality, and reporting across all super-sub relationships.
  • Report program pipeline, subcontractor network health, and financial/risk performance directly to Chip Scott.
