Job summary

Lutheran Community Services NW in Kennewick is seeking a Program Director 2 to provide leadership for complex professional service programs, aligning services with mission and community needs. You will guide district operations, ensure accessibility, and sustain impact through strong partnerships and data-informed management.

The role requires a Bachelor's degree in a related field, seven years in human services, with at least three years in management.

HOW YOU WILL MAKE AN IMPACT:

All LCSNW team members will contribute to our mission of partnering with individuals, families and communities for health, justice and hope. The Program Director 2 provides leadership for complex professional service programs, connecting community needs, quality services, and effective operations to achieve meaningful outcomes. This role strengthens the quality, effectiveness, and sustainability of services through strong program leadership, staff development, responsible resource management, and community partnerships. As a member of the district leadership team, the Program Director 2 helps ensure services remain responsive, accessible, and positioned for lasting community impact.

  • Provide strategic and operational leadership for assigned professional service programs, ensuring services align with LCSNW’s mission, district priorities, and community needs.
  • Lead and develop managers, supervisors, and staff, fostering accountability, collaboration, professional growth, and effective service delivery.
  • Oversee program quality, outcomes, and continuous improvement, using data to strengthen service effectiveness, access, client experience, and outcomes.
  • Manage program resources, including budgets, staffing, grants, and contracts, to support effective operations and long-term sustainability.
  • Ensure programs meet applicable legal, contractual, licensing, accreditation, professional, and organizational requirements and are prepared for audits and reviews.
  • Develop partnerships with community organizations, government agencies, funders, healthcare and social service systems, and faith-based settings such as churches to strengthen service delivery, referral networks, funding opportunities, advocacy, and community impact.
  • Collaborate with the District Director and district leadership team to implement priorities, manage change, address complex challenges, and identify opportunities to strengthen or expand services.
HOW YOU WILL BE A GREAT FIT:
  • Bachelor’s degree in social work, behavioral health, human services, public administration, or a related field, or an equivalent combination of education and relevant experience.
  • Seven (7) years of progressively responsible experience in professional human services, including at least 3 years of program management or people leadership experience.
  • Demonstrated ability to lead complex programs, develop staff and leaders, manage budgets and resources, use data to guide decisions, and navigate regulatory, contractual, and quality requirements.
  • Demonstrates resilience, awareness and self-regulation in navigating challenges, conflict and obstacles/barriers.
  • Strong judgment, communication, relationship-building, and problem-solving skills, with the ability to manage competing priorities and work effectively with individuals, communities, and partners.
  • Fluency in English, with the ability to communicate effectively verbally and in writing with employees, clients, community partners, funders, and other stakeholders.
  • Proficiency with standard workplace technology and the ability to effectively use data, reporting, financial, and program management systems relevant to the role.
  • Work is performed in office, community, and program settings and regularly requires sitting, standing, walking, speaking, hearing, using a computer and other office equipment, and reaching or handling objects. The position may occasionally require bending, stooping, and lifting or carrying materials weighing up to 25 pounds.
  • The noise level in the work environment is generally moderate but may vary when working in community, program, or other service settings.
  • Perform work in a variety of settings, including and not limited to LCSNW office locations, partner agency and community‑based settings, client home/community settings, outdoor settings in varying weather conditions, and faith‑based settings such as churches
  • Travel between worksites is required regularly; may be responsible for transporting clients in a personal and/or agency vehicle. A valid driver’s license, auto insurance, and motor vehicle records clearance are required .
  • Ability to meet applicable background check , credential , licensing, and other requirements based on assigned program(s) and state of employment.
