Job summary

State of Missouri seeks a Program Specialist for the Division of Cannabis Regulation in Jefferson City to help develop guidance, SOPs, and training materials. The role also supports website content and cross-divisional projects, contributing to strategic plan priorities.

Ideal candidates bring a Bachelor’s degree, 1–3 years of relevant experience, and strong written and verbal communication skills to drive efficient program development and policy implementation.

Qualifications

• Bachelor’s degree from an accredited college or university (substitutions may be allowed).
• 1–3 years of relevant experience.
• Ability to work in a fast paced environment with many competing priorities.
• Ability to take adminstrative guidance and direction and complete projects and tasks with oversight.
• Ability to identify effective solutions and strategies.
• Ability to create high-quality written and visual content.
• Ability to coordinate and manage cross-divisional projects.
• Ability to clearly and effectively communicate verbally and in writing.
• Ability to adapt to constant program development, change and improvement.
• Ability to use the Microsoft Office Suite proficiently and quickly learn specialized systems.

Responsibilities

• Develop expertise in the provisions set forth in Article XIV and 19 CSR 100-1 specific to activities under the Division's authority.
• Develop written program guidance, including FAQs, technical assistance documents, and topic-specific guides related to the Division’s regulatory authority.
• Create, manage, and track Standard Operating Procedures (SOPs), reviewing and suggesting changes to ensure consistency across processes and procedures.
• Provide comprehensive support for ongoing program and policy implementation needs.
• Develop and maintain accessible website content for the division.
• Implement process improvements to enhance efficiency, accuracy, consistency, and sustainability.
• Suggest SMART goals for activities to measure progress.
