Job summary

City of Lakewood, Washington seeks a senior Housing Development Program Manager to develop, monitor, and evaluate community development, economic development, and housing initiatives. You will ensure compliance with CDBG/HOME rules, prepare complex bid and loan documents, and provide technical support to funding recipients, staff, and the public.

The role involves analyzing proposals, reviewing audits, and coordinating grant and contract activities to advance city development goals.

Qualifications

Bachelor's degree with emphasis in business/public administration or related field and two years of contract management experience.
Experience with lending and loan documentation, federal grant funding, public works and/or community development is desired.

Responsibilities

Monitor programs and contracts for compliance with department standards and applicable laws.
Review and analyze applications and project proposals including financials, eligibility, and capacity to determine funding.
Prepare environmental reviews, wage compliance, and project inspections, and coordinate contract implementation and funding.
Prepare and submit loan documents, closing packages, and ensure insurance coverage to protect city interests.
Assist Housing Division Manager with CAPER/AAP reporting and HUD IDIS data entry.
