Job summary

The City of Lakewood, Colorado is seeking a Housing and Livable Communities program manager to oversee the CDBG and HOME programs, ensuring compliance with HUD requirements and coordinating with multiple partners.

Required: a bachelor’s degree in urban planning or public administration and five years of grant management experience; master’s degree preferred. Responsibilities include budgeting, reporting, and presenting data-driven findings to City Council and stakeholders.

Qualifications

  • Bachelor’s degree required in urban planning, public administration, community development, or related field.
  • Five years’ experience in grant management or related field.
  • Experience with HUD programs such as CDBG/HOME preferred.
  • Ability to analyze data and present findings.

Responsibilities

  • Oversee all aspects of CDBG program administration including programmatic and financial planning, application review and approval, activity implementation, oversight, compliance and reporting requirements.
  • Prepare annual budgets and funding allocations in accordance with program objectives, priorities, and deliverables established in the Consolidated Plan.
  • Ensure compliance with HUD regulations and other applicable laws and policies.
  • Represent the City to the public, build relationships with community and government partners, residents, developers, service providers and investors in housing and community development matters.
  • Provide technical assistance and training to applicants and grantees in project planning, budgeting, and compliance.
