Program Coordinator

Quest is seeking a Workforce Development Program Coordinator with proven experience and a passion for delivering high-impact program initiatives. The ideal candidate will thrive in a collaborative, fast-paced environment, managing multiple assignments and deadlines while providing direct operational and project management support across a statewide workforce development program. This role will provide broad support to program leadership and the Business Unit, with a primary focus on supporting Program Leads, developing and maintaining relationships with FDOT construction contractors, and ensuring responsive service to job seekers, contractors, and community partners. The Program Coordinator will coordinate statewide initiatives and events, manage program data and reporting, and proactively track assignments and projects through completion.

KEY RESPONSIBILITIES
  • Provide daily operational support to statewide Program Leads, program leadership, and the broader Business Unit, including job seeker outreach and support, contractor and community partner coordination, database and record corrections, targeted communications and eBlasts, data collection, event support, and other assigned activities. Provide coverage for Program Lead responsibilities as needed to maintain service continuity and timely follow-up.
  • Support job seekers throughout the workforce placement process by conducting phone and email outreach, assisting with FloridaRoadJobs.com registration and account issues, providing program and employment information, documenting engagement, and resolving routine issues. Identify and elevate technical or programmatic issues requiring additional support.
  • Lead statewide Construction Career Days (CCD) program coordination and support, including committee participation and relationship management, Monday.com tracking, contact and file management, registration forms, student and school coordination, busing, Learning Labs, volunteer needs, action items, and other event-specific requirements. Proactively communicate with CCD committees to identify needs, track commitments, close outstanding items, and coordinate additional program support when needed.
  • Coordinate logistics and provide onsite or remote support for workforce events, career fairs, contractor meetings, presentations, and other statewide outreach initiatives. Represent the program professionally when engaging with job seekers, contractors, partners, educational institutions, and community organizations.
  • Collect, validate, analyse, and report program performance data, including job seeker engagement and placements, contractor and partner activities, events, outreach, financial information, and key performance indicators. Prepare and support monthly, annual, and ad hoc reporting; maintain accurate tracking systems and spreadsheets; monitor metrics for gaps or inconsistencies; and coordinate necessary corrections with Program Leads and team members before submission.
  • Support statewide workforce development and contractor incentive and reimbursement initiatives, including job‑readiness, internship, veteran, and other workforce funding programs. Coordinate agreements and supporting documentation, participant and contractor tracking, invoicing and reimbursement documentation, financial tracking and reconciliation, reporting, and internal accounting coordination. Maintain cross‑training necessary to provide backup support or assume administration of an assigned initiative as program needs require.
  • Maintain statewide program calendars, including the master Calendar of Events, FloridaRoadJobs.com calendar, social media calendar, and required internal event submissions. Ensure event information is complete, accurate, current, and consistently reflected across applicable program platforms.
  • Coordinate the collection, organization, tracking, and quality review of program documentation, including event feedback forms, meeting summaries and action items, job seeker and contractor success stories, photos, participant information, event outcomes, and supporting materials. Follow up with Program Leads and team members to obtain missing or corrected information and maintain organised program records within SharePoint and other established systems. Develop and maintain standard operating procedures and recommend workflow and process improvements that increase program efficiency, accuracy, and consistency.
  • Coordinate multimedia and footage initiatives from initial outreach through completion, including contractor and partner interest, scheduling, logistics, communication among programme and creative teams, follow-up, quality review, requested corrections, final delivery, and closeout. Maintain visibility of outstanding items and elevate unresolved issues when additional support is required.
  • Support programme marketing and communications activities by drafting content for social media packages, quarterly newsletters, eBlasts, website content, event promotion, and other programme communications; scheduling approved content as assigned; reviewing materials for accuracy and quality; monitoring outreach effectiveness across social media platforms, including Facebook and LinkedIn; and tracking assignments, approvals, deadlines, and deliverables through completion.
  • Provide routine FloridaRoadJobs.com administration and user support, including monitoring registrations, job postings, inquiries, website forms, shared inboxes, chatbot activity, and programme data; assisting users with routine account and portal issues; responding promptly and professionally across communication channels; and maintaining accurate website information. Provide backup website administration support and coordinate with programme leadership when technical updates or web support tickets are required.
  • Coordinate assigned projects, programme initiatives, and activities from initiation through completion, proactively tracking schedules, deadlines, dependencies, outstanding information, follow-up, action items, and deliverables through Monday.com, SharePoint, and other established systems. Identify process improvement opportunities, recommend solutions, identify gaps, resolve issues within the scope of the role, anticipate next steps, and promptly elevate risks or barriers requiring management support.
QUALIFICATIONS
  • Minimum three (3) years of relevant professional experience in programme coordination, project management, workforce development, government contracting, construction, customer or constituent services, or a related field.

  • Demonstrated ability to manage multiple priorities, shifting deadlines, and concurrent assignments while following tasks through completion and maintaining a sense of urgency.
  • Self‑motivated, proactive, and solutions‑oriented, with the ability to work independently, anticipate programme needs, exercise sound judgment, and contribute effectively within a collaborative team environment.
