Job summary

North Carolina Department of Commerce seeks a Program Analyst I (NS) to ensure compliance with federal cross-cutting requirements across Division programs and funds. You will develop policies, guidance, and training, while advising on federal needs and monitoring compliance to reduce risk.

The role serves as SME for Section 3, DBRA and URA, with travel to Western NC. The position offers full-time status, state benefits, and potential hybrid telework based on need.

Qualifications

• Thorough knowledge of Federal cross-cutting requirements (DBRA, Section 3, URA) with experience in grants programs.
• Ability to collect and analyze data, conduct program analysis and evaluation, and assess effectiveness.
• Strong communication and stakeholder engagement skills with ability to provide technical assistance.

Responsibilities

• Develop and refine policies, procedures, guidance, training and other processes.
• Advise on federal requirements and conduct compliance monitoring for federal recovery funds.
• Act as subject matter expert for Section 3, DBRA and URA compliance questions and updates.
• Ensure Division programs comply with cross-cutting requirements and reduce risk.
• Travel to Western North Carolina as required and support program activities.
