Job summary

US Army Corps of Engineers is seeking a senior IT program manager to oversee the district's BI applications and automated information systems. You will serve as the primary technical contact for IT systems and guide senior leadership on the latest technological advancements.

  • Establish project timelines, draft procurements, and deliver cost-status reports to IT steering committees.
  • Prepare staff studies and briefings to persuade management to adopt system modifications.
  • Serve as COR, conduct market research, draft SOWs, and monitor active IT service contracts.

  • Oversee the research, design, testing, and enhancement of the district's business intelligence applications (such as WWBI) and automated information systems.
  • Act as the primary technical point of contact for organizational IT systems and advise senior leadership on state‑of‑the‑art technological changes and advancements.
  • Conduct detailed management studies to evaluate organizational efficiency, identify operational bottlenecks, and recommend new or modified IT workflows.
  • Ensure software applications and platforms comply with security directives, Risk Management Frameworks (RMF), and continuous Authority to Operate (ATO) protocols.
  • Use workflow mapping, process charts, and statistical methodologies to analyze the impact and efficiency of IT infrastructure (networks, databases, and hardware).
  • Establish project timelines, draft technical justifications for procurements, and deliver comprehensive cost‑status reports to IT steering committees.
  • Prepare detailed written staff studies and conduct briefings to persuade management officials and stakeholders to accept and adopt system modifications.
  • Serve as the Contracting Officer’s Representative (COR), conduct market research, draft Statements of Work (SOW), and monitor active IT service contracts.
