  • Provide support services to more than 1,500 military, government civilian and contractor personnel and continually coordinates with various directors, special staff elements, and tenants.
  • Provide direction and general management for the administration and operations of various functions and services critical to meeting the needs of the Installation Commander, tenant units, and the Army.
  • Direct and oversee short, mid, and long-range planning of garrison activities, providing program objectives development strategy, and direction.
  • Inform the Regional Installation Management Command (IMCOM) Director on matters pertaining to the general efficiency of the garrison.

Requirements
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation
  • This position requires the employee to occasionally travel away from the normal duty station, including the Garrison Headquarters for meetings, appointment boards, etc. approximately 10% of the time.
  • This is a centrally managed position. Incumbent may be subject to rotational assignments based on the needs of the command.
  • Position designated as Key may not be vacated during a national emergency or mobilization without seriously impairing the capability of the agency or office to function effectively.
  • Position designated as Mission Essential in order to perform essential duties defined as critical and essential regardless of weather conditions, emergency situations, or general dismissal.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
  • This is an obligated position.
Qualifications

Specialized Experience: One year of specialized experience which includes experience managing and directing installation support services directly affecting the accomplishment of a multi-service operation and a complex multi-mission military installation. Experience in providing program direction, objectives, strategies and evaluations for installation support functions, operations and activities that include financial management, contracting services, law enforcement and security, housing management, family and community activities, internal review, equal opportunity, and personnel functions, technical and professional services including public works, environmental, energy, fire and emergency services. Experience managing and evaluating the impact of operational factors, assessing fiscal soundness and taking appropriate action to ensure the operational success of installation programs and activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
