Description: ACT1 Federal is seeking an experienced Program Analyst to provide program-management, research, analytical, coordination, and executive-support services to the Strategic Transaction and Acquisition Cell (STAC) and Business Operators for National Defense (BOND) initiatives within the Office of the Deputy Assistant Secretary of the Navy for the Defense Industrial Base (DASN (DIB)). The analyst supports Government-directed efforts to connect private-sector operating expertise, capital, technology, and industrial capability with Department of the Navy (DON) defense-industrial-base priorities.
This position is suitable for a highly skilled candidate with demonstrated potential to grow in a fast-paced, execution-oriented environment. The analyst shall be capable of managing complex workstreams; preparing high-quality executive products; conducting market, industry, and program research; maintaining action and milestone visibility; and supporting coordination among Government, industry, technical, acquisition, and capital-provider stakeholders under Government direction.
Responsibilities:
- Provide program-management, research, analytical, coordination, and executive-support services for STAC and BOND initiatives.
- Support planning, coordination, tracking, documentation, and reporting for complex Government-directed workstreams involving industrial-base initiatives, private-sector expertise, capital providers, technical experts, acquisition stakeholders, and Government leadership.
- Develop and maintain program plans, integrated schedules, action-item trackers, milestone trackers, risk registers, dependency logs, stakeholder maps, status reports, and workflow-management tools.
- Prepare executive briefing materials, meeting materials, read-ahead packages, issue papers, decision-support packages, market-research products, stakeholder-engagement materials, and other staff products for Government review.
- Conduct research and analysis related to defense-industrial-base priorities, private-sector operating models, corporate strategy, capital markets, industrial capability, technology transition, manufacturing, supply-chain resilience, acquisition approaches, and public-private partnerships.
- Support the administrative management of Government-led transaction and acquisition workflows through research, documentation, data collection, analysis, coordination, schedule management, and preparation of draft materials for Government review.
- Prepare draft implementation plans, action trackers, coordination packages, meeting summaries, and status products reflecting Government-provided direction.
- Support planning and preparation for Government-led engagements with industry partners, capital providers, investors, technical experts, acquisition stakeholders, and other approved external organizations.
- Maintain records of Government-directed task assignments, decisions, milestones, meeting outcomes, follow-up actions, and coordination requirements in designated systems and records repositories.
- Identify risks, dependencies, data gaps, schedule concerns, coordination requirements, and administrative barriers for Government awareness and resolution.
- Support cross-functional working groups, executive engagements, site visits, industry events, and time-sensitive taskers associated with STAC, BOND, and related DASN (DIB) initiatives.
Requirements:
- A bachelor’s degree in business, finance, economics, public policy, engineering, operations, management, data analytics, or a related discipline.
- 8+ years’ experience in program analysis, program coordination, management analysis, defense acquisition support, project controls, or a closely related field.
- Demonstrated ability to manage complex projects, workstreams, schedules, milestones, action items, risks, dependencies, and stakeholder-coordination requirements.
- Demonstrated ability to prepare accurate, concise, executive-level written products, including program plans, action trackers, briefing materials, meeting materials, issue papers, research products, and decision-support packages.
- Demonstrated analytical capability in at least one relevant area, such as corporate strategy, financial analysis, defense acquisition, public-private partnerships, industrial-base analysis, technology commercialization, venture or investment analysis, manufacturing, supply-chain resilience, program management, or related fields.
- Demonstrated ability to work effectively with senior civilian, military, industry, technical, and interagency stakeholders under Government direction.
- Demonstrated attention to detail, sound organizational practices, discretion, and ability to manage sensitive information appropriately.
- Current Top Secret. Sensitive Compartmented Information (SCI) eligibility required.
