Qualifications

The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.


SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, includingthe generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.


We have a near-term need for a Program Analyst: Counter-Uncrewed Systems and Counter-Improvised Explosive Devices (C-UXS/C-IED) to provide onsite support out of Norfolk, VA.


Responsibilities

The successful candidate will support the development and delivery ofCounter-Uncrewed Systems and Counter-Improvised Explosive Devices (C-UXS/C-IED)capability products in accordance with NATO’s governance model for common-funded capabilities. Working across the Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI) lines of development, the candidate will support a through-life-cycle approach to capability development under the direction of the ACT Joint Effects (JE) Capabilities Programme Director/Section Head, Counter-Threat and Force Protection (CT/FP) Project Coordinator, and JE Integrator/Architect. Responsibilities include supporting programme management activities, coordinating with C-UXS/C-IED stakeholders from the strategic through tactical levels, and contributing to related projects, including initiatives such as the ACT Layered C-UAS Initiative-X (LCI-X) Beacon Project.


The candidate will support the elicitation, capture, development, analysis, evaluation, and traceability of capability requirements, including higher- and lower-level requirements such as capability targets, operational requirements, system specifications, and interoperability requirements across DOTMLPFI. The position will also contribute to the development, analysis, and review of C-UXS/C-IED-related policies, doctrine, directives, concepts of operation and employment, courses of action, and alternatives. Additional responsibilities include coordinating DOTMLPFI development and implementation, identifying and recommendingcourses of action to resolve capability development issues throughout the capability lifecycle, maintaining programme status information within ACT’s electronic warfare development environment, and supporting engagement with NATO Agencies regarding capability development and validation.


The successful candidate will collaborate with national and international military and civilian organizations, including NATO entities, Centres of Excellence, and academia, and will organize and participate in workshops, seminars, conferences, and meetings supporting C-UXS/C-IED capability development. The candidate will identify lessons and best practices and contribute to organizational learning and continuous improvement while providing ongoing programme management support to the JE Capabilities Programme Director and CT/FP Project Coordinator. The position may require travel to meetings and conferences within and outside NATO boundaries for up to40 days per year.


Qualifications

Required:



  • Master’s degree or similar national academic or Military College qualification in engineering, information systems, aeronautics, operations research, project management, business administration, or related disciplines; can be substituted with Bachelor's degree and 5 years of experience in relevant field.

  • 3+ years of experience in the last 10 in briefing senior leaders/decision makers.

  • 5+ years of operational knowledge of C-UXS/C-IED functions at Tactical, Operational, or Strategic levels (e.g. C-UAS SO or Cell Lead; Counter-Threat/Force Protection SO, C-IED Team/Cell in Joint HQ) within the last 12 years either as a military officer or as a civilian.

  • 2+ years within the last 10 years in Program/Project Management experience within a complex and dynamic environment, with a focus on military capability development.

  • 2+ years within the last 10 years working in a multinational organization (e.g. European Defense Agency) or NATO Command Structure (NCS)/NATO Force Structure (NFS) and familiarity with NATO agencies’ role in system development.

  • Active NATO or National SECRET clearance.

  • Able to work fully on-site based on clients needs.
