Job summary

Systems Planning and Analysis, Inc. (SPA) near Norfolk, VA, seeks a Program Analyst to support Multi-Domain & Joint Effects capability development. You will work across DOTMLPFI and coordinate with ACT leadership to enhance non-kinetic and fires integration under NATO governance.

The role requires a Master’s degree, 5+ years of senior-briefing and PM experience, active Secret clearance, and willingness to travel up to 40 days per year, with on-site work in Norfolk.

Qualifications

• Master’s degree in Engineering, Information Systems, Aeronautics, Operations Research, Project Management, Business Administration, or related discipline; a Bachelor’s degree and 5+ years of relevant professional experience may be substituted.
• 3+ years briefing senior leaders and/or decision-makers.
• 5+ years of operational experience in integration and synchronization of effects (Non-Kinetic/Non-Lethal) at the Joint or Strategic level.
• Experience with military effects planning, command and control, and integration (e.g., J3/J5) within NATO or a national HQ.
• 2+ years PM experience in a complex and dynamic environment focused on military capability development.
• 2+ years experience in a multinational organization (e.g., EDA or NATO structures).
• Active NATO Secret clearance and a valid NATO passport.
• Able to work fully on-site in Norfolk, VA.

Responsibilities

• Support development and delivery of MDJE capability products per NATO governance.
• Collaborate across DOTMLPFI to ensure through-life-cycle capability development.
• Support MDJE initiatives, including NKKFI and Beacon projects.
• Elicit, capture, develop, analyze, evaluate and trace requirements and interoperability specs.
• Coordinate DOTMLPFI development and implementation; maintain program status in ACT’s environment.
• Collaborate with NATO Agencies and international partners; organize workshops and travel as needed.
