Systems Planning and Analysis, Inc. (SPA) seeks a Program Analyst for JISR&A Integration on-site in Norfolk, VA.

You will support joint intelligence, surveillance, and awareness capability products and engage across DOTMLPFI with NATO governance to drive capability development. Qualified candidates have a Master’s degree or 5+ years of relevant experience, 3+ years briefing leaders, and 2+ years in program management.

Responsibilities

  • Support development and delivery of JISR&A capability products per NATO governance.
  • Engage DOTMLPFI lines of development and provide analytical expertise.
  • Coordinate with ACT leadership, stakeholders, and partners; travel up to 40 days/yr.

The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, includingthe generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

We have a near-term need for a Program Analyst: JISR&A Integration to provide onsite support out of Norfolk, VA.

Responsibilities

The candidate will support the development and delivery ofJoint Intelligence, Surveillance, Reconnaissance & Awareness (JISR&A)capability products in accordance with NATO’s governance model for common-funded capabilities. Working across the Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI) lines of development, the candidate will support a through-life-cycle approach to capability development under the guidance of the ACT JISR&A Capabilities Programme Director/Section Head and JISR&A Integrator/Architect. The position will support program management activities and engagement with JISR&A stakeholders at all levels, from Tactical to Strategic, while providing methodological and analytical expertise to advance a holistic approach to JISR&A capability development, particularly in the areas ofmulti-source and multi-domain intelligence fusion and integration. S

upport JISR&A-related initiatives, including the JISR Line of Effort and associated Beacon Projects, and contribute to the elicitation, capture, development, analysis, evaluation, and traceability of higher- and lower-level requirements. These may include capability targets, operational requirements, system specifications, and interoperability requirements across all aspects of DOTMLPFI. Responsibilities will also include supporting the development, analysis, and review of JISR&A-related policies, doctrines, directives, concepts of operation and employment, courses of action, and alternatives. Coordinate DOTMLPFI development and implementation, support the development ofrecommended courses of action to resolve capability development issues throughout the capability lifecycle, and maintain program status information within ACT’s electronic warfare development information-sharing and coordination environment. C

ollaborate with NATO Agencies and national and international military and civilian organizations, including Centres of Excellence and academia, to support JISR&A capability development and capability validation. Organize and participate in workshops, seminars, conferences, and meetings; identify lessons and best practices; and contribute to organizational learning and continuous improvement. Provide ongoing support to the ACT JISR&A Capabilities Program Director, Project Coordinators, and JISR&A Integrator/Architect and may be required to travel to meetings and conferences within and outside NATO boundaries for up to40 days per year.

Qualifications

Required:

  • Master’s degree in Engineering, Information Systems, Aeronautics, Operations Research, Project Management, Business Administration, or a related discipline; a Bachelor’s degree plus 5 years of relevant professional experience may be substituted.
  • 3+ years of experience within the last 10 years briefing senior leaders and/or decision-makers.
  • 5+ years of operational experience within the last 12 years in intelligence fusion and integration, particularly multi-source/multi-domain intelligence, at the Joint or Strategic-level staff.
  • Experience in intelligence fusion and integration and/or military effects Planning and Command and Control, such as J2/J23 or J5/J25 experience within a NATO or National Headquarters, either as a military officer or civilian.
  • 2+ years of Program/Project Management experience within the last 10 years in a complex and dynamic environment, with a focus on military capability development.
  • Able to work fully onsite based on client needs.
  • Active NATO or National Secret clearance.
