Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Program Analyst for Counter-Uncrewed Systems and Counter-IED to provide onsite support in Norfolk, VA. The role involves capability development, program management, and engagement with NATO entities.

You will work across DOTMLPFI lines, supporting lifecycle management, policy development, and interagency coordination. Expect up to 40 days of travel annually, with a strong emphasis on collaboration and governance.

Qualifications

• Master’s degree or equivalent in a relevant field; substitution with a BA+5 years accepted.
• 3+ years briefing senior leaders/decision makers in the last10 years.
• 5+ years operational knowledge of C-UXS/C-IED functions at multiple levels.
• 2+ years PM/PMO experience in a complex military program.
• Experience in multinational/NATO environments or NATO structures.
• Active NATO or National SECRET clearance; on-site work required.

Responsibilities

• Support development and delivery of C-UXS/C-IED capability products per NATO governance.
• Coordinate with DOTMLPFI stakeholders and manage through-life-cycle activities.
• Maintain program status in ACT’s development environment and engage NATO agencies.
• Organize workshops, seminars, and meetings; travel up to 40 days/year.
