Responsibilities

  • Manage project activities and resources to mitigate risk throughout project lifecycles, tracking schedule, cost, and technical performance.
  • Conduct qualitative and quantitative analyses of financial data, operations, and requirements to improve programs.
  • Draft funding documents and PRs, prepare D&Fs and MIPR/IPR submissions.
  • Track commitments, obligations, expenditures and performance of ONR-funded efforts and resolve issues.
  • Assist in acquisition documents including BAAs, FOAs, RFIs, and RFPs; review and assemble proposals.
  • Draft Program Objective Memorandum budgets (R-2 Exhibits) for Navy S&T programs.
  • Prepare routine programmatic/financial reporting and respond to data calls using STARS, PBIS.
  • Provide administrative/logistical support for sponsored research projects and meetings.

Job DescriptionValiant Harbor International is seeking a Program Analyst analyst to assist program officers and government personnel with providing administrative, business, and financial support services. This position involves providing support for R&D program planning, supporting the management of complex programmatic tasks, acquisition support, and financial execution of Research, Development, Test, and Evaluation (RDT&E) funding. The ideal candidate will also have experience with relevant administrative systems, along with strong organizational and communication skills. This is a full-time, hybrid position requiring occasional travel in support of research efforts.

Responsibilities

  • Manage project activities and resources to mitigate risk throughout project lifecycles, track project execution related to schedule, cost and technical performance and monitor project action items and progress.
  • Conduct qualitative and quantitative analyses of financial data, operations, and requirements to develop program improvements within the Department.
  • Draft funding documents and Purchase Requests (PRs), prepare documents (D&F’s) and others required for Military Interdepartmental Purchase Request (MIPR) and Interdepartmental Purchase Request (IPR) submissions
  • Track and report on commitments, obligations and expenditures and performance of ONR-funded or managed efforts and assist in resolving issues.
  • Assist program officers in the preparation and coordination of acquisition documents, including Broad Agency Announcements (BAAs), Funding Opportunity Announcements (FOAs), Requests for Information (RFIs), and Requests for Proposals (RFPs), as well as review and assembly of proposal packages.
  • Assist in drafting Program Objective Memorandum (POM) budgets (includes drafting R-2 Exhibits for the Navy Science & Technology (S&T) Programs).
  • Perform routine and ad hoc programmatic/financial reporting, and respond to data calls requiring utilization of data bases (e.g., Standard Accounting and Reporting System (STARS) and Program Budget Information System (PBIS)).
  • Provide administrative and logistical support related to sponsored research projects (e.g., coordinating, scheduling, and attending meetings, recording minutes, compiling lessons learned, assist in developing presentations/reports, assist program officers with workshops).

Required Skills & Experience

  • Must possess or be able to obtain a Secret Clearance.
  • Must be a U.S. Citizen.
  • A Bachelor’s degree from an accredited college or university and five (5) years of experience providing administrative, business, and financial support. A high school diploma with ten (10) years of applicable experiences is acceptable
  • Experience with government planning, forecasting, program budgeting, funding, execution monitoring and reporting.
  • Experience utilizing a Department of Defense Financial Management System (i.e., Navy-ERP, GFEBS, or DAI) and experience utilizing multiple data management systems or similar systems to those listed below:
    • Standard Accounting and Reporting System (STARS)
    • Program Budget Information System (PBIS)
    • Advana / Jupiter
    • Computer Optimized Batch Reconciliation Application (COBRA)
    • Wide Area Workflow (WAWF)
    • Contract Administration System (CAMIS)
    • Procurement for the Public Sector (PPS)
    • Navy Marine Corps Intranet (NMCI)
  • Demonstrated ability to interface with Government and S&T contractor/grantee personnel to meet program manager needs.
  • Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint for creating documents and managing data.
  • Experience in office management and administrative support functions.

Work Environment: Hybrid; 2-3 days/week onsite required.

Salary Range: $70,000 - $75,000.
