Job summary

Qualifications

  • Current TS-SCI security clearance or ability to obtain TS-SCI within 12 months.
  • PhD/ScD with 5+ years of relevant work experience; or MS with 10+ years; or BA with 20+ years.
  • Experience with AI/ML technologies and advanced sensors for autonomous environments.
  • Ability to assess technical materials and summarize information clearly.
  • Experience overseeing Field Experiments and preparing contract/grant paperwork.

Responsibilities

  • Support strategic planning, portfolio management, budgeting, and technology roadmaps.
  • Manage end-to-end lifecycle of research and development programs, including proposals and awards.
  • Prepare high-quality technical communications and executive-style documents and briefings.
  • Coordinate stakeholder engagement, meetings, and technical events with DoD/DoN partners.
  • Identify emerging technologies and transition opportunities; maintain classified/unclassified information per policy.

Valiant Harbor International is seeking a Senior Research Analyst (Intelligent and Autonomous Systems SETA) to support the Office of Naval Research (ONR), Warfighter Performance Department (Code 34). The position provides technical, analytical, programmatic, and administrative support in the execution of basic, applied and advanced technology development science and technology (S&T) programs. The successful candidate will extract meaning from complex data relationships, and identify trends, opportunities, and solutions related to customer policy aligned with S&T focus areas. This is a hybrid work environment with occasional travel required.

Key Responsibilities
  • Provide comprehensive technical and program management support by assisting with strategic planning, portfolio management, budgeting, technology roadmaps, performance metrics, milestone tracking, and alignment with Department of Defense (DoD) and Department of the Navy (DoN) science and technology priorities.
  • Manage the full lifecycle of research and development programs by supporting proposal development, award administration, contract and grant documentation, deliverable tracking, performance monitoring, transition planning, data analysis, and maintenance of program records and repositories.
  • Develop high-quality technical communications and executive-level products by preparing reports, briefings, budget exhibits, congressional responses, presentations, speeches, marketing materials, website content, and other documentation that effectively communicates program objectives, accomplishments, and impacts.
  • Coordinate stakeholder engagement, meetings, and technical events by planning and supporting program reviews, workshops, demonstrations, field experiments, and technical exchanges; documenting outcomes; capturing action items and success stories; and facilitating communication among government, industry, and academic partners.
  • Support innovation, collaboration, and knowledge management by identifying emerging technologies and transition opportunities, contributing to technical publications and presentations, developing technical concepts and funding strategies, maintaining classified and unclassified information in accordance with policy, and continuously enhancing program effectiveness through training and process improvement.
Required Qualifications
  • Current TS-SCI security clearance required of the ability to obtain a TS-SCI clearance within 12 months of hiring date is required.
  • Education and relevant professional experience in engineering or related science research discipline required: Doctor of Philosophy (PhD) or Doctor of Science (ScD) from an accredited college or university plus five (5) years of relevant work experience; or Master’s Degree from an accredited college or university plus 10 years of relevant experience; or Bachelor’s Degree from an accredited college or university plus 20 years of relevant experience.
  • Prior experience supporting the development of technologies that use AI/ML and advanced sensors to perceive the environment, make decisions, and act independently without direct human intervention highly desired.
  • Demonstrated ability to assess technical materials and synthesize/summarize important information and/or briefly summarize the material.
  • Demonstrated experience overseeing and participating in Field Experiments.
  • Experience evaluating white papers and research proposals for scientific merit, innovative approach within the field, research method and statistical analysis approach and rigor.
  • Demonstrated recent experience preparing contract and grant acquisition paperwork such as contract deliverables.
  • Demonstrated recent experience in collecting, reporting, and archiving program deliverables, regulations, policy, guidance, legislations, laws, and Congressional language related to supported programs and systems.
  • Demonstrated experience using data analytic and visualization techniques to present program milestones, funding profiles, research progression through different funding portfolios and potential transition paths.

Work Environment: Hybrid work environment; three (3) days of telework per week may be authorized. Some travel anticipated.

Salary Range: Negotiable
