Job Description
Valiant Harbor International is seeking a Program Specialist to support the Office of Naval Resarch (Global) in the execution of science and technology program and administrative tasking in support of the Science Advisor (SA) Program. This role will serve as a strategic partner to senior leadership, program directors, and management teams for fleet S&T engagements, warfighter capability development, and corporate communications. The ideal candidate will be familiar with Navy and Marine Corps capability needs, and possess a strong background in program and project support, strategic planning, and organizational support for high-level initiatives. This is a full-time position in a hybrid work environment.
Job Responsibilities
- Track and recommend solutions to concurrent, complex business challenges requiring sensitive coordination with ONRG and ONR staff and members of the Naval Research and Development Establishment (NR&DE).
- Support the Director in representing the SA Program at various engagements (S&T events, executive meetings, workshops, and office engagements), to include scheduling, planning, recording, and reporting requirements.
- Provide immediate project, programmatic, and administrative support to the Director of the Science Advisor Program in key functional areas, to include but not limited to:
- SA Reporting – direct, coordinate, review, consolidate, and distribute SA classified and unclassified reporting requirements (weekly, monthly, annual).
- Science Advisor Rotation – track and facilitate SA rotation schedule, to include recruitment, hiring, and orientation requirements for incoming advisors.
- S&T Industry Engagement Lead – plan, schedule, and coordinate the execution of yearly engagements with Warfare Centers, defense laboratories, university research centers, and S&T industry, to include travel, logistical, and security requirements.
- Global S&T Engagement Lead – plan, schedule, and coordinate the execution of yearly global S&T engagements, to include travel, logistical, and security requirements.
- Leadership Engagement – plan, schedule, and coordinate the execution of SA Reviews (monthly/quarterly) with the Chief of Naval Research and key Office of Naval Research Department Heads, to include logistical and security requirements.
- Manage and maintain SA Program documentation (within 72 hours) in all ONRG IT repositories (systems, drives) to include SA Program tracking documents, spread sheets, briefing materials, media releases, and contact information (for SA’s and external POCs).
- Provide business administration services in support of the SA Program, to include professional communications (written and verbal) with internal and external stakeholders ensuring accurate exchanges between parties, coordinate tasks and actions, attend meetings, draft meeting notes, communicate and clarify SA Director guidance and feedback. Interact and coordinate actions with multiple offices and teams in support of ONRG and SA Program engagements, including Corporate Communications Teams, Security, Legal, and Facility Management offices.
Required Skills
- Must be a U.S. Citizen
- Must possess an active DoD Secret Security Clearance or be able to obtain an interim Secret Clearance prior to start date.
- Bachelor's degree and seven (7) years of relevant work experience in U.S. Government S&T program support. Applicants may have an Associate’s degree with 10 years of relevant work experience in U.S. Government S&T program support.
- Demonstrated proficiency in managing customer requirements across a broad range of tasks including briefing preparation, maintaining administration history and supporting the administration, execution and evaluation of management programs.
- Professional maturity to professionally interact on a daily basis with 0-6/GS-15 level officers/civilians in Joint, Navy, and Marine Corps Command.
- Demonstrated proficiency in planning, scheduling and managing conferences and multi-day meetings.
- Working knowledge of the Naval Research and Development Establishment.
Salary Range: $
90,000.00 - $105,000.00
