Job summary

TJFACT LLC – Totally Joined for Achieving Collaborative Techniques is seeking a Program Analyst to support the Department of State’s INL program in Washington, DC. The role focuses on enterprise risk management, management controls, FOIA processing, and records retention in a fast‑paced federal environment.

You will help identify and mitigate risks across bureau programs, test controls, support audits, and manage information systems like SharePoint while coordinating with INL staff and partners

Qualifications

  • U.S. Citizenship required.
  • Active security clearance.
  • Bachelor’s degree from an accredited institution.
  • 6–10 years of relevant experience.
  • Knowledge of Federal regulations (e.g., A-123) and related directives.

Responsibilities

  • Receive direction from INL/SAO/AT leadership and maintain open, timely communications to address potential problems.
  • Gather, analyze, consolidate, and prepare data for analysis, documents, and activity reports.
  • Coordinate responses for oversight engagements and assist auditors assessing compliance.
  • Develop, implement, and monitor systems tracking oversight activities and Enterprise Risk Management per OMB guidance.
  • Coordinate property management, EUM requirements, and liaison with posts and partners for accountability.
  • Coordinate training modules related to management controls and risk.
  • Develop a records management process and ensure proper FOIA processing and retention.

About This Position

TJFACT is seeking a well-qualified Program Analyst to support the Department of State – INL/SAO/AT office, in Washington, DC. The Program Analyst will assist the INL/SAO/AT team in meeting the Bureau's enterprise risk management, management controls, and records management needs. The Program Analyst supports the identification, assessment, and mitigation of risks across Bureau programs and operations in compliance with OMB Circular A-123 and other relevant guidance. In addition, the Program Analyst advances organizational effectiveness and compliance by testing the efficacy of the Bureau's management controls, ensuring adherence to records management requirements including Freedom of Information Act (FOIA) processing and records retention policies, and assisting with special projects that strengthen internal operations and regulatory compliance.

Please note: This position is being recruited in support of a TPC proposal effort. Any offer of employment is contingent upon contract award and successful completion of all pre-employment requirements. This position is equivalent to a Program /Management Analyst Level 4).

Key Responsibilities
  • Receive direction from the INL/SAO/AT/A Branch Chief and shall maintain open, timely, and effective communications, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Assist with gathering, analyzing, consolidating, and preparing data in various formats for incorporation into analysis, documents, and activity reports.
  • Respond to oversight community requests for information, ensuring to coordinate responses to engagements related to risk and/or management controls; assisting and supporting auditors who are examining the Bureau’s programs and projects for compliance with directives, laws, and regulations.
  • Assist with developing, implementing, and monitoring management information technological systems that track oversight activities and Enterprise Risk Management (ERM) in compliance with OMB Circular A-50, engaging relevant INL staff and other Department representatives as subject matter experts, as appropriate.
  • Assist in coordinating property management activities, including tracking and monitoring End Use Monitoring (EUM) requirements for INL-provided equipment and commodities, ensuring compliance with relevant agreements and regulations, liaising with post, program offices, and implementing partners on property accountability, and supporting site visits and verification activities.
  • Assist in coordinating relevant training modules related to management controls and risk.
  • Develop a records management process. Final approval for implementation will be a Civil Servant.
  • Manage records in accordance with Department policies and federal regulations, including processing Freedom of Information Act (FOIA) requests, coordinating with relevant program offices to identify responsive records, ensuring proper records retention and disposition, and maintaining compliance with records management requirements.
  • Participate in special projects individually or as part of a team. Assist in interpreting government-wide legislation and regulations as well as Departmental policies affecting areas of responsibility and assesses their impact on Bureau program activities.
  • Coordinate the submission of information for weekly/quarterly activity reports for INL/SAO/AT, maintain and track monthly and weekly summaries. Assist in managing and updating SharePoint database and other systems, including shared files and folders.
  • Comply with all appropriate regulations, internal controls, and Standard Operating Procedures to protect organizational integrity and prevent unauthorized use or misappropriation of all classified and sensitive (but unclassified) material and equipment in assigned areas; and report security violations/problems to appropriate authorities.
Required Qualifications
  • U.S. Citizen
  • Active security clearance
  • A Bachelor’s degree from an accredited institution
  • Six (6) to ten (10) years’ experience in relevant field
  • Demonstrated knowledge of Federal regulations in regard to area of specific need
  • Proficient in Microsoft Office Suite
  • Demonstrated experience facilitating organizational change.
Preferred Qualifications
  • Demonstrated comprehensive knowledge of the Bureau’s and the Department’s structure, missions, functions, and operations to coordinate extensive studies related to assessing and improving the Bureau’s management controls as well as identifying, assessing and tracking risk across multi-million dollar programs related to accomplishing its mission.
  • Demonstrate knowledge of project management and/or case management processes and best practices.
  • Demonstrated ability to communicate orally to conduct fact finding interviews, meet with management officials, and present recommendations to management.
  • Demonstrated ability to communicate in writing to develop policy, guidance, instructions, and prepare reports of findings and recommendations.
  • Demonstrate analytical skills to identify trends analysis over oversight, management controls and risk profiles.
  • Demonstrate background on Enterprise Risk Management and records management.
