The DC Department of Human Resources, within the DYRS Office of Research and Evaluation, seeks a Program Analyst with advanced expertise in research design, analytical methods, and program evaluation to support evidence-based decision-making for youth justice programs.

This position is located in the Department of Youth Rehabilitation Services (DYRS), Office of Research and Evaluation (ORE). The mission of DYRS is to improve public safety and give court involved youth the opportunity to become more productive citizens by building on the strengths of youths and their families in the least restrictive, most homelike environment consistent with public safety. The role requires advanced expertise in research design, analytical methods, and program evaluation, utilizing professional research tools and complex data analysis to support high‑impact, evidence‑based decision‑making for youth justice programs. The incumbent must demonstrate substantial experience conducting rigorous evaluation studies, interpreting multifaceted datasets, and applying research findings within juvenile justice or youth rehabilitation systems to strengthen program effectiveness and overall agency performance.
The Program Analyst plans, develops, and conducts program analyses of substantial scale and impact concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives. Develops, maintains, and monitors projects, and integrated reporting system(s) affecting program(s) throughout the activity. Communicates information to supervisor for effective evaluation of program operations and milestones. Analyzes, extracts, summarizes, and identifies significant trends and issues. Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc., for presentations and briefings. The incumbent conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Oversees execution of programs of broad scope and mission impact. Reviews and interprets new and established directives, instructions, regulations, and delegations of authority for potential impact on major program objectives, operating policies, work operations, and progress. Assures program goals, objectives, and operations. Prepares internal instructions, operating policies, procedures, and guidelines concerning assigned program(s) and recommends required changes and adjustments to ensure proper and adequate accomplishment of program goals and objectives.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Tour of Duty: 8:00 am to 4:30pm; Monday – Friday. Work hours may be flexible.

Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a security-sensitive position.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
