Join to apply for the Program Analyst role at Allegheny Science & Technology.

Allegheny Science & Technology (AST) is seeking a Program Analyst to support the Grid Deployment Office (GDO) within the Department of Energy. The Program Analyst will engage with state energy offices and support stakeholder collaboration. This position is remote, but candidates must be within commuting distance of Washington, D.C. Support is required during EST standard business hours (8:00 – 5:00 PM EST).

The GDO works to develop electric infrastructure nationwide by maintaining and investing in generation facilities, upgrading high-capacity transmission lines, and deploying related infrastructure and technologies. It partners with states, Tribes, territories, industry, and communities to lower energy costs and enhance grid reliability and resilience.

Duties & Responsibilities:
  1. Review and synthesize project information from state grant recipients into concise memos for leadership approval, following templates and guidance.
  2. Update draft memos based on feedback from team leads or leadership.
  3. Track and document project approval statuses using existing spreadsheets and records.
  4. Brief team leads on project details or themes.
  5. Attend project meetings and report on barriers, options, or lessons learned.
  6. Analyze state projects to identify trends, gaps, and best practices, and prepare briefing materials.
  7. Contribute to fact sheets or outreach materials on state participation in the grant program.
  8. Provide feedback on financial or technical proposals related to grid modernization.
  9. Support program reviews and coordinate development activities.
  10. Prepare input for the Biannual Congressional Report.
  11. Monitor and facilitate compliance (e.g., NEPA, BABA).
Required Qualifications:
  • Bachelor’s degree in a relevant field and at least five (5) years of related experience.
  • Experience with project scheduling and budgeting.
  • Experience working with internal and external stakeholders.
  • Experience with energy projects.
Desired Qualifications:
  • Experience with NHPA compliance documents.
  • Knowledge of environmental laws and regulations at federal, tribal, and local levels.
  • Prior experience supporting DOE projects is highly desirable.
Other Qualifications:
  • U.S. Citizenship is required.

The salary range for full-time employment is $80,000 - $100,000, depending on experience and qualifications.
