GENERAL DESCRIPTION:

SUMMARY

The Program Analyst supports the Regulatory Compliance Team by managing the agency response to resident concerns, compliance invoicing, casualty loss and serving as backup support for the regulatory compliance team. This role ensures accurate tracking and resolution of stakeholder inquiries, financial processing tie d to compliance services and supports the agency regulatory obligations under programs monitored by the Office of Portfolio Management.

Key Responsibilities:

  • Receive, log, and deescalate resident complaints and concerns sub mitted to OPM
  • Collaborate with property owners, owner agents, and DCA’s legal department to resolve issues in a timely manner
  • Draft written responses and maintain detailed documenta tion of all i nteractions and resolutions
  • Identify patterns or reoccurring concerns for possible escalation to SPT
  • Document physical conditions, take photographs, and enter finding the Emphasys Insp ection Portal
  • Verify the presence and condition of required signage, leasing office posting and safety equipment
  • Serve as a backup liaison for co mpliance communications and coordination staff absences or reporting deadlin es.
  • Assist with regulatory repo rting as needed
Invoicing and Financial Tracking
  • Review and process invoices related to compliance monitoring activities of third-party vendors as it relates to compliance monitoring (inspections)
  • Track expenditures and reconcile payment against program budgets and vendor contracts.
  • Communicate with vendors and DCA’s Accounting staff to ensure timely processing and resolution discrepancies
  • Conduct a minimum number of asset management yearly Windshield inspections within the Atlanta metro area
IRS Casualty Loss Event Tracking
  • Maintain a log of IRS- defended casualty loss events reported by property owners
  • Verify receipt of required documentation including notice of loss, insurance claims, restoration timeline lines, and updates.
  • Track deadlines for property restoration and coordinate follow-up to ensure continued program compliance under Section 42
  • Work with the Regulatory Compliance Team to determine if 8823 fillings or extensions are warranted.

Pre- Qualifications:

  • Associate’s degree in public administration, business, finance, urban planning, a related field or an equivalent combination of education and relevant experience
  • Minimum 2 – 3 years of relevant experience in property maintenance, inspections, housing programs, and customer service
  • Knowledge of LIHTC programs requirements and basic under standing of IRS reporting such as 8823 and casualty loss rules
  • Excellent communication , recordkeep ing, and organizational skills.
  • Proficiency in Microsoft Office and compliance management systems (Emphasys)
  • Ability to travel to sites throughout the Atlanta Metro area and work outdoors in various conditions

Certification Requirements:

  • Must possess or be actively pursuing HCCP (Housing Credit Certified Professional) certification upon hire
  • Must possess o r be actively p ursuing HOME cer tification
  • Must possess or be actively pursuing FHC (Fai r Housing Certification) Certification upon hire
  • Certification must be completed within 12 months of hire; failure to do so may result in reclassification of the role.

Preferred Qualifications:

  • HCCP Certification at the time of application.
  • NSPIRE- Ace Certification at the time of the application
  • Experience working directly with HUD-funded housing programs (HOME, RAD, HOME- ARP , 811, PSH and etc)
  • Prior experience with state housing finance agencie s
  • Experience working directly with LIHTC Compliance
  • Experiences with handing resident concerns and regulatory complaints

WORKING CONDITIONS (TRAVEL,HOURS,ENVIRONMENT)

This position is remote.

PHYSICAL / SENSORY REQUIREMENTS:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
