Job Summary:

A Program Analyst job in Aberdeen Proving Ground, MD is currently available through Belcan Government Solutions at one of our key Army clients. To be considered for this role, you will have a Bachelor's degree and at least three years of Program Analyst experience DoD Weapon Systems Program Offices. Experience with the Program Management Resource Tool (PMRT), and the General Fund Enterprise Business System (GFEBS) applications is preferred. In this role, you will primarily serve as an analyst to management on the evaluation of the program's effectiveness and operations regarding its productivity and efficiency. Requires an understanding of government budgetary and financial management principles and techniques as they relate to near term and long‑range planning of the program and objectives. T his is a very visible, contract to hire opportunity with a growing company.

Job Duties:

Key Responsibilities:

  • Collect, complete, organize, and interpret programmatic, technical, and financial data related to Product Team.
  • Assist with the analysis and development of Program Objective Memorandum submissions for Product Team. Prepares detailed and comprehensive justification for mission programs and budgets and defends to higher authority, as required
  • Manages planning, budgeting, execution, control, and evaluation activities for a variety of programs in terms of major funding such as RDT&E, OPA, customer, etc.
  • Assist with the analysis and development of Product Team P&R Forms, quad charts, deep dive slides, and program management review briefings.
  • Prepares daily, monthly, and yearly obligations and disbursements plans and reviews as well as maintenance of controls over the receipt and issuance of funds; development of portions of the program budget, including the budgetary or financial aspects of the 5‑year plans; review and analysis of estimates and resolution of differences with operating personnel.
  • Knowledge of Depart of Defense (DoD) Planning, Programming, Budget, and Execution (PPBE) funding process, budget forecasting, and program office estimate development.
  • Assist with the analysis and development of Product Team Smart Charts to Support Department of Army Service Coordinator Congressional reviews
  • Required Qualifications: Must be a US Citizen and currently possess an active and transferrable DoD security clearance with current investigation at the SECRET level

Preferred Qualifications & Skills:

  • Three years of related experience and a Bachelor's Degree in Business or Accounting degree from an accredited college is preferred. Seven years of related experience can be substituted for a Bachelor's Degree
  • Ability to establish and maintain excellent relationships with stakeholders at all levels of an organization
  • Must be proficient in the use of Microsoft Office Suite products and in particular EXCEL spreadsheets

Compensation:

We provide a competitive pay and benefits package. This position is offering a salary range of $95,000 - $110,000.Belcan considers several factors when extending an offer, including but not limited to education, experience, geographic location, and discipline. Benefits offered may include health care, dental, vision, life insurance; 401(k); education assistance; paid time off including PTO, holidays, and any other paid leave required by law.
