Responsibilities

  • Ensure programs follow all state and federal requirements while analyzing and evaluating policies, procedures, and operations.
  • Represent OCSS leadership in meetings with state, federal, and community agencies, speaking on policy matters and providing information to stakeholders, including Community Action Agencies and government officials.
  • Coordinate and schedule leadership meetings, prepare agendas, gather materials, and organize internal and external trainings.
  • Oversee budget development, tracking, and monitoring for OCSS; act as the primary liaison with the Office of Fiscal and Monitoring Services.
  • Prepare and review budget documents, expenditure reports, and funding requests; support audits and fiscal reviews by gathering documentation and responding to inquiries.
  • Serve as the main contact for OEBS to coordinate staffing needs, recruitment, onboarding, performance management timelines, and workforce data tracking.

Office of Community Support Services

The Office of Community Support Services (OCSS) helps low-income families by offering programs that reduce energy costs, improve home efficiency, and provide financial assistance. These programs include the Home Energy Assistance Program (HEAP) for energy bill support, the Percentage of Income Payment Plan (PIPP) to make monthly utility costs more manageable, the Electric Partnership Program (EPP) to improve electric usage and efficiency, the Home Weatherization Assistance Program (HWAP) to enhance home energy savings through weatherization, and the Community Services Block Grant (CSBG), which supports a variety of community-based services for families in need. What You Will Do

  • Serve as the main contact for OEBS to coordinate staffing needs, recruitment, onboarding, performance management timelines, and workforce data tracking.
  • Partner with Labor Relations on employee relations matters by gathering information and supporting resolution efforts.
  • Facilitate training and professional development opportunities in collaboration with Training and Educational Services.
  • Lead special projects that support strategic initiatives, coordinating timelines, deliverables, communication, and project documentation.
  • Collaborate with internal and external stakeholders to ensure project tasks are completed successfully and on schedule.
  • Perform additional administrative and operational duties such as attending meetings, traveling for conferences and trainings, maintaining records, and producing correspondence or reports.
  • Provide program direction for the Office of Community Support Services, acting on behalf of the Deputy Director and leading staff, Section Chiefs, and Managers.

Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.

Location

This position will be headquartered James A. Rhodes State Officer Tower - 30 E. Broad Street, Columbus, OH 43215.

Travel

Occasional travel within the state of Ohio.

Pay Information

This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 14. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $40.40 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
