Acts for Capital Program Administrator (CPA) to provide program direction for district consultant contracts by relieving CPA of variety of difficult administrative duties (e.g., serves as liaison to the Office of Consultant Services; develops consultant scopes, leads scoping of services meeting, & authorizes agreements; guides district staff & engineering firms on consultant contract compliance (e.g., oversees contract modifications; processes invoice submittals, negotiates fees & funding eligibility)); formulates & implements program policy. Oversee the programmatic process by updating ELLIS, distributing Letter of Interest (LOI)& coordinating the LOI scoring. Ensures accurate & timely updating of management information systems as they related to the delivery of the program (e.g., ELLIS, SAFe, Consultant Service System (CSS), & Enterprise Information Management System (EIMS)); serves as technical resource & advisor to District offices, consulting firms, the Federal Highway Administration (FHWA), Local Public Agencies (LPAs) & external stakeholders.
Serves as District Railroad Coordinator & liaison for the State Railroad Coordinator & all rail line owners & operators. Assists in identifying projects that require railroad coordination (e.g., tracks active railroad construction agreements once executed; coordinates inter-agency invoice reviews; processes billing utilizing a computer & related software (e.g., Microsoft Excel, Formstack)).
Uses computer & related software (e.g. Microsoft office, Transportation Information Mapping System (TIMS), Ellis) to prepare technical reports & presentations. Runs & analyzes ELLIS & construction contract spreadsheets to track projects & billing. Confers with supervisor or higher-level engineer regarding unusual or complex programs to obtain approval when needed. Maintains records retention per the Ohio Department of Administrative Services (DAS) guidelines. Performs other work-related duties as assigned.
