Performs and provides advanced analytical, executive coordination, reporting, and program and administrative support work. The position supports strategic decision-making across statewide transportation planning and programming, aviation, maritime, public transportation, rail, freight, space activities, and related modal programs and serves as resource to the Senior Director of Planning and Modal Programs. Work involves collecting and analyzing data, preparing executive-level briefings and presentations, tracking program performance, coordinating cross-division initiatives, and supporting timely follow-through on leadership priorities. Works closely with the Senior Director, division directors, Management Services, districts, planning and modal program staff, and internal and external partners to ensure accurate information, clear communication, and effective coordination of high-priority initiatives.
Essential Duties
- Coordinate and manage executive-level projects and strategic initiatives across the Planning & Modal Programs portfolio, ensuring priorities, timelines, deliverables, and outcomes are successfully achieved.
- Prepare executive briefings, decision memos, talking points, presentations, and reports to support leadership decision-making, stakeholder engagement, and organizational priorities.
- Develop and maintain project tracking tools, dashboards, scorecards, and status reports to monitor program performance, budgets, schedules, risks, milestones, and key deliverables.
- Conduct research and analysis on policy, legislative, funding, transportation, and operational issues, providing recommendations and briefing materials for executive leadership.
- Coordinate cross-functional initiatives and stakeholder activities by collaborating with division directors, district offices, program staff, executive leadership, and external partners.
- Monitor and communicate project and program status by compiling, analyzing, and distributing progress reports, budget information, outcomes, and executive updates to stakeholders.
- Support executive meetings and engagements by preparing background materials, identifying critical issues and decision points, documenting discussions, and tracking action items through completion.
- Develop, evaluate, and improve business processes, reporting methods, and executive workflows to increase efficiency, accountability, and organizational effectiveness.
- Manage project documentation, schedules, resource requirements, budgets, and change-control processes using established project management methodologies and best practices.
- Track leadership commitments, decisions, risks, and follow-up actions to ensure accountability, timely execution of priorities, and successful completion of strategic objectives.
Minimum Qualifications
Education
Bachelor's degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience
6 years of experience in project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications
Valid driver's license. This position requires driving a state vehicle.
May require certification as a Certified Associate in Project Management (CAPM) or in one or more change management disciplines.
Preferred Qualifications
- D emonstrated experience providing strategic and administrative support to executive leaders in complex public-sector organizations.
- Proven ability to develop executive-level briefings, presentations, dashboards, reports, and other decision-support tools.
- Experience leading coordination across divisions, districts, agencies, and stakeholders, with knowledge of transportation planning, programming, funding, or related policy initiatives.
