Scope of Position

Lead all base operations support contract functions as the full-time, on-site manager responsible for performance, customer coordination, staffing and delivery. Serve as the principal Government interface and coordinate the functional managers, quality, safety, human resources and corporate support teams. Translate contract requirements into work priorities, staffing coverage, deliverables and performance reviews. Maintain authority and visibility across normal operations, surge requirements and mission-essential emergency support while preserving the independence of quality assurance and the responsibilities of each functional area.

Tasks and Capabilities Required

• Direct functional managers and coordinate integrated contract performance.
• Exercise delegated authority to bind the contractor on contract execution matters; maintain designated alternate coverage.
• Attend Government meetings and be available within two hours for emergency and urgent matters.
• Serve exclusively in program management with no additional duties outside that function.
• Maintain the integrated staffing plan, recall roster and succession/alternate coverage; coordinate recruitment and qualification verification when gaps occur.
• Review tab performance, staffing, open risks and deliverable status; direct corrective action and elevate unresolved resource constraints.
• Lead phase-in readiness and the proposed 30-, 60- and 90-day operational reviews with functional managers and corporate support.
• Coordinate Work Control and emergency operations interfaces during contingency activation, recovery and return to normal service.
• Provide QCM access, resources and independence; perform oversight rather than CMMS data entry, field quality inspections or safety audits.

Mandatory Experience and Certifications

• At least three years within the last six years simultaneously managing three or more BOS functions, or a commercial equivalent, of similar magnitude and scope.
• Program and/or Project Management certification through an accredited Program/Project Manager accreditation agency. Experience cannot substitute for certification.

Additional required capabilities and onboarding

• Demonstrated ability to manage multiple service areas, allocate resources and direct emergency and surge support.
• Ability to interpret performance measures, prepare Government briefings and maintain accountable staffing and deliverable controls.
• Maintain required on-site core-hour coverage and after-hours availability for the assigned position.
• Read, write and speak English fluently when interfacing with Government representatives; provide current qualification records for verification.
• Complete required background/access processing, HSPD-12 credentialing and applicable onboarding/safety training before the assigned duties; complete the proposal's Lautenberg certification process.
