Job summary

Blue Shield of California's Healthcare Quality and Affordability Operations Strategy, Planning, and Performance team translates business strategy, regulatory commitments, operational needs, and enterprise affordability and quality goals into prioritized product roadmaps, requirements, and measurable delivery outcomes. The Product Management, Manager will report to the Senior Manager of Product Management.

In this role you will lead product owners supporting HQA agile delivery, including

Qualifications

• Bachelor's degree or equivalent with 4 years of relevant experience in lieu of a degree.
• 7 years of product management, product ownership, program management, health care operations, or related experience translating business needs into requirements, roadmaps, and measurable outcomes.
• 2 years of people leadership experience in team lead, supervisory, or comparable coaching roles.
• Strong understanding of agile product delivery, intake management, roadmap planning, backlog prioritization, user story development, dependency management, and release planning.
• Experience in health plan, health care quality, affordability, provider network, utilization management, regulatory, or clinical operations; cross-functional collaboration preferred.

Responsibilities

• Lead product owners supporting agile delivery, including quarterly planning, intake, prioritization, backlog readiness, vendor collaboration, and outcome measurement.
• Translate business needs into requirements, roadmaps, and measurable outcomes.
• Collaborate with vendors and cross-functional teams to ensure alignment of product investments with business goals.
• Measure delivery outcomes in affordability, quality, compliance, operational efficiency, and member/provider experience.
