Job summary

The State of New Hampshire's Financial Management and Planning Bureau, Procurement Unit, seeks a Procurement Technician to support procurement activities from requests to post-award tasks in a full-time temporary role. This position requires an associate degree with experience and offers a 37.5 hour week, non-exempt status. Trainee options may apply.

The incumbent will manage vendor data, assemble bids and proposals, verify payments, and ensure compliance with state procurement policies.

Qualifications

  • Education/Experience: Associate's degree and 2 years of experience OR equivalent combination of 4 years of education and experience after high school.

Responsibilities

  • Conducts comprehensive review, monitoring, and verification of purchase orders and requisitions, ensuring alignment with departmental procurement policies and budgetary constraints.
  • Supports department representatives across multiple divisions to accurately assess and respond to questions pertaining to their procurement requests.
  • Prepares detailed procurement reports, performance metrics, and compliance documentation for management review, supporting strategic decision-making and resource allocation.
  • Provides support by managing and updating vendor quotation data related to the procurement of supplies, materials, equipment, and specialized services essential to the division’s operations.
  • Maintains an accurate and current vendor database, proactively communicating with suppliers, including preferred vendors, sole-source providers, and new market entrants—to facilitate timely information sharing with the Procurement Specialists and Unit Manager.
  • Assembles and updates Requests for Bid (RFB) and Requests for Proposal (RFP) documents, incorporating detailed technical or updated information.
  • Coordinates with the Division of Administrative Services, Bureau of Purchase and Property, and legal counsel on bid posting procedures, scoring rubrics, and scheduling to promote transparency and fairness in procurement processes.
  • Facilitates vendor presentations and pre-bid conferences to clarify requirements and promote equitable participation.
  • Reviews and authenticates payment requests submitted by the Financial Office, verifying compliance with contractual terms, purchase order specifics, and applicable financial policies.
  • Addresses discrepancies or issues proactively to prevent delays and informs the Purchasing Specialists or Unit Manager of any issues or concerns.
  • Serves as a primary liaison between vendors, the Procurement Unit, and internal departments—including the Department of Safety—to obtain, review, and finalize documents, ensuring compliance with all regulatory standards and organizational policies.
  • Provides detailed explanations of contractual obligations, delivery schedules, and service level agreements to facilitate informed decision-making.
  • Utilizes the NHFirst procurement system and other enterprise resource planning (ERP) tools to initiate, compile, and process purchase requisitions, ensuring accuracy and completeness of documentation.
  • Communicates effectively with vendors regarding order status, clarifications, and delivery updates, fostering collaborative relationships.
  • Verifies receipt of ordered supplies and equipment, coordinates with warehouse and inventory teams, and prepares necessary documentation for timely vendor payments.
  • Maintains records of all equipment, supplies, and services procured, including ordering, distribution, and inventory tracking.
  • Implements and utilizes the Item Request Tracking (IRT) system to monitor contract compliance, ensuring deliverables meet specified standards and deadlines.
  • Provides detailed technical guidance and support to internal departments regarding procurement processes, contractual obligations, and compliance requirements.
